Resumo: | It is believed that to establish reference variables for consolidation and quality of higher education in the form of distance education (DE) in the Federal Universities in Minas Gerais, it is necessary to know the paths chosen for their legitimacy. For this, we need to identify how the Federal Universities in Minas Gerais are adapting their organizational patterns to make actions in favor of quality and consolidation of the variables of distance learning part of your habits and routines, reflecting thus the importance attached to the quality of the modality. Thus, this research aims at identifying how this federal universities are legitimizing the "Benchmarks for Quality Distance Education" in their university courses. We prepared a literature review on the features of the theme of distance education, the regulation of the modality and the benchmarks of quality. Then the presentation of bibliographic references, addressing the prevailing assumptions and foundations of institutional theory, especially the concept of legitimacy. A qualitative methodology was used primary data, considering the eleven public universities and colleges of the State of Minas Gerais, collected through interviews applied to strategic subjects, all officers of the units of distance education at these universities. For the treatment and analysis of data to content analysis, tracing the characterization of mining university as distance education, and then, analyzes of interviews by category: Pedagogical Issues, Human Resources and Infrastructure. Concluded about the "Pedagogical Aspects", that not only the relevance attributed to factors such as the politicalpedagogical profile of the student and the training of specialized staff is predominant, as well as inter-functional relationship between them. Communication systems stood out as the investment of new universities in ICT, strengthening the methodological tools for distance education. As for materials, there is the use of handouts, video classes and digital picture-in order that these resources provide simulations and interactivity to students. The aspects relevant institutional review, have been highlighted points on the same frequency, which may be peculiar to the reality of each university. In category "HR" stood out the factors related to recruitment and selection of teachers and tutors through public announcements, that fall into the suitability standards, the training of the multidisciplinary team showed up in good care and it fits in organizational patterns that meet the quality of education, while the lack of staff was consensus among respondents that challenge public investment in trained staff to reality DE. As for the category "Infrastructure" support presents stimulus by the university as the construction of physical infrastructure to accommodate facilities relevant to distance education, such as rooms for recording lessons, web conferences, providing support for the development of educational materials and comfort for administrative activities. In managing academic and administrative units DL universities are hierarchically linked to academic bodies of the institution, thus corroborating the enhancement of organizational patterns established in favor of strengthening the institutional framework in the organization chart. Finally, the established guidelines for financial management should be performed in accordance with what the law provides in favor of managing in a transparent and sustainable resources of funding sources. However, the inflexibility and mandatory financial destiny of DE does not allow the proper autonomy of financial management. Quality variables are presented in favorable conditions for legitimacy, because according to the theory, the actions implemented in the framework should be socially embedded organizational practices and must be performed in accordance to the rules and prevailing culture. |

Para isto, é preciso identificar como as Universidades Federais Mineiras estão adequando seus padrões organizacionais para tornar as ações em favor da qualidade e da consolidação das variáveis da EaD parte de seus hábitos e rotinas, refletindo, assim, a importância atribuída à qualidade da modalidade. Assim, a presente pesquisa tem por objetivo geral identificar como as Universidades Federais Mineiras estão legitimando os Referenciais de Qualidade para Educação a Distância em seus cursos superiores. Elaborou-se a revisão bibliográfica sobre as características da temática da EaD, a regulamentação da modalidade e os referenciais de qualidade. Em seguida a apresentação do referencial bibliográfico, abordando os pressupostos e fundamentos preponderantes da Teoria Institucional, com destaque para o conceito de legitimidade. A metodologia de natureza qualitativa utilizou-se de dados primários, considerando as onze Universidades Federais de Ensino Superior do Estado de Minas Gerais, coletados por meio de entrevistas aplicadas aos sujeitos estratégicos, todos dirigentes das unidades de EaD dessas universidades. Para o tratamento e a análise dos dados utilizou-se a análise de conteúdo, traçando a caracterização das universidade mineiras quanto a EaD e, em seguida, as análises das entrevistas por categoria: Aspectos Pedagógicos, Recursos Humanos e Infraestrutura. Conclui-se quanto aos Aspectos Pedagógicos , que não somente a relevância atribuída a certos elementos, como o político-pedagógico, o perfil do aluno e a formação de equipe especializada é preponderante, assim como o interrelacionamento funcional entre eles. Os sistemas de comunicação destacaram-se quanto ao investimento das universidades em novas TIC‟s, reforçando as ferramentas metodológicas para EaD. Quanto ao material didático, destaca-se a utilização de apostilas, vídeoaulas e quadro-digital a fim que esses recursos proporcionem simulações e interatividade aos discentes. Quanto aos aspectos pertinentes a avaliação institucional, foram destacados pontos sobre a periodicidade da mesma, que pode ser peculiar à realidade de cada universidade. Na categoria Recursos Humanos destacaram-se os fatores relacionados ao recrutamento e seleção dos professores e tutores por meio de editais, que se enquadram em adequabilidade às normas; a capacitação da equipe multidisciplinar se mostrou em boas condições de atendimento, enquadrando-se em padrões organizacionais que atendem à qualidade do ensino, enquanto à insuficiência de pessoal foi consenso entre os entrevistados que questionam quanto ao investimento público em pessoal capacitado para realidade EaD. Quanto à categoria Infraestrutura de apoio, apresenta-se estímulo por parte da universidade quanto à construção de estrutura física de modo a acomodar instalações pertinentes a EaD, como salas para gravação de aulas, webconferências, fornecendo suporte para o desenvolvimento de material didático e conforto para as atividades administrativas. Na gestão acadêmico-administrativa, as unidades de EaD nas universidades estão, hierarquicamente, atreladas aos órgãos acadêmicos da instituição, fato que corrobora a valorização de padrões organizacionais estabelecidos em prol de reforçar o enquadramento no organograma institucional. Por fim, as diretrizes estabelecidas para a gestão financeira devem ser cumpridas de acordo com o que determina a legislação em prol de gerir de forma transparente e sustentável os recursos das fontes financiadoras. Entretanto, o engessamento e a obrigatoriedade de destino financeiro da EaD não permite a devida autonomia da gestão financeira.
