This dissertation broaches the Program called Esporte e Lazer da Cidade (PELC) initiated by the Brazilian Ministry of Sport, by evaluating the results from its application. At the light of the theoretical concepts associated with evaluation of the projects, programs and public policies, it also searches to discuss the sport and leisure whereas a matter of public policies. The study is organized into four articles, as the first one being theoretical (bibliographical) and the other ones being empiric, one predominantly quantitative and two qualitative. As methodological instruments, the following procedures were adopted: bibliographical research; primary data collect by interviews, and the secondary ones by access to database of the Secretaria de Desenvolvimento de Esporte e Lazer (SNDEL); Exploratory Data Analysis (AED); Data Envelopment Analysis (DEA); and Content Analysis. When accomplishing this dissertation, the following PELC characteristics were emphasized: the heterogeneity of its convenants; the importance of its formation and evaluation processes; the need for better application of both financial and human resources towards higher and better outcomes; the need for higher focus of the Program on the incentive to local administration, as minimizing the negative effects of the low federal budget addressed to the same one; the need for its development as well as a National Policy of Sport/Leisure as State policy, surpassing government political subjects. As PELC being a relatively young Program with only seven years under implementation, it is under development as well as it can and should be improved in order to reach a larger effectiveness of the public performance either in federal level and both state and municipal spheres.
