Indigenous Peoples, Large Hydroelectric Projects, and Corporate Indigenousism in Brazil and Canada

Resumo: This work starts from the comparison of the Avá-Canoeiro and Cree cases in the face of the large hydroelectric projects installed in their territories to examine the overlapping processes of indigeneity and environmental regimes as beacons of their self-determination and autonomy rights. These cases are illustrative of possible forms of resistance by indigenous peoples against mega-hydraulic power generation projects. It starts from these concrete cases, understood as historical situations configured by this developmentalist pattern of power, to examine the hypothesis that indigenous peoples play, from the defense of their territorial rights, a central, albeit contradictory, role in the process of expanded reproduction of capital. From a perspective of environmental preservation and recognition of rights, technically and scientifically based, it is argued that indigenous peoples end up being subordinated to the discourses, formulas, agreements and negotiations of capitalist entrepreneurs, who directly subordinate their demands and rights to reproduction of capital, where the social suffering to which they are subject is silenced. Through the reciprocal study of the cases located in Brazil and Canada, similar aspects will be outlined that will allow characterizing the cases as “social dramas of development” that structure the conflict of these situations and require intercultural forms of interpretation for their best equation. In this sense, this work also aims to examine the conditions of possibility of activating principles of discursive ethics and interethnic dialogue in interethnic contexts affected by major works and development projects.

Estos casos son ilustrativos de posibles formas de resistencia de los pueblos indígenas frente a megaproyectos de generación de energía hidráulica. Se parte de estos casos concretos, entendidos como situaciones históricas configuradas por este patrón de poder desarrollista, para examinar la hipótesis de que los pueblos indígenas juegan, desde la defensa de sus derechos territoriales, un papel central, aunque contradictorio, en el proceso de reproducción ampliada de capital. Desde una perspectiva de preservación ambiental y reconocimiento de derechos, con base técnica y científica, se argumenta que los pueblos indígenas terminan siendo subordinados a los discursos, fórmulas, acuerdos y negociaciones de los empresarios capitalistas, quienes subordinan directamente sus demandas y derechos a la reproducción del capital, donde se silencia el sufrimiento social al que están sujetos. A través del estudio recíproco de los casos ubicados en Brasil y Canadá, se perfilarán aspectos similares que permitirán caracterizar los casos como “dramas sociales del desarrollo” que estructuran el conflicto de estas situaciones y requieren de formas interculturales de interpretación para su mejor equiparación. En este sentido, este trabajo también tiene como objetivo examinar las condiciones de posibilidad de activar principios de ética discursiva y diálogo interétnico en contextos interétnicos afectados por grandes obras y proyectos de desarrollo.Este trabalho parte da comparação dos casos Avá-Canoeiro e Cree diante dos grandes projetos hidrelétricos instalados em seus territórios para examinar os processos de sobreposição de regimes de indianidade e ambientais como balizadores dos seus direitos à autodeterminação e autonomia. Estes casos são elucidativos das formas possíveis de resistência dos povos indígenas frente a projetos mega hidráulicos de geração de energia. Parte-se destes casos concretos, compreendidos como situações históricas configuradas por este padrão desenvolvimentista de poder, para examinar a hipótese de que os povos indígenas desempenham a partir da defesa dos seus direitos territoriais um papel central, porém contraditório, no processo de reprodução ampliada de capital. A partir de uma perspectiva de preservação ambiental e reconhecimento de direitos, técnica e cientificamente embasada, discute-se que os povos indígenas acabam por se subordinar aos discursos, fórmulas, acordos e negociações dos empreendedores capitalistas, que subordinam diretamente suas demandas e direitos à reprodução do capital, onde o sofrimento social a que estão sujeitos é silenciado. Através do estudo recíproco dos casos situados no Brasil e no Canadá, serão delineados aspectos semelhantes que permitirão caracterizar os casos como “dramas sociais de desenvolvimento” que estruturam a conflitualidade destas situações e nos exigem formas interculturais de interpretação para seu melhor equacionamento.
