Communication as the Centrality of Public Health and Energy Policies: Democratic and citizen reflections on the Basic Environmental Plan of the Usina Hidrelétrica de Estreito

Resumo: In view of the environmental impacts in the health area, caused as a result of the installation of powerplant, such as the proliferation of endemic diseases, such as malaria, dengue, yellow fever, cholera, leishmaniasis and infectious-contagious-parasitic diseases, such as Sexually Transmitted Infections (STIs ), this article analyzes the Basic Environmental Plan (PBA) of the Usina Hidrelétrica de Estreito, located in the states of Maranhão and Tocantins. The PBA is a set of programs aimed at mitigating social and environmental impacts, a condition for issuing the Preliminary License. Based on the methodological approach of Content Analysis (BARDIN, 2016), the 35 PBA Programs were investigated under a communicational perspective. It contemplates a qualitative analysis of five programs that address health impacts as central. As a result, it is observed that a more instrumental than a procedural perspective of communication is adopted. The programs establish communication and environmental education actions as proposals to mitigate impacts and link the reduction of environmental and social damage to the effectiveness of the actions. From authors such as Fearnside (2015); Nielsen (2001); Stevanin and Murtinho (2021) and Vainer (2007), reflect on the inseparability between health, communication and citizenship, in addition to the need for greater participation of social actors and a systemic perception of processes relevant to Environmental Licensing.

El PBA es un conjunto de programas destinados a mitigar los impactos sociales y ambientales, condición para la emisión de la Licencia Preliminar. Con base en el enfoque metodológico del Análisis de Contenidos (BARDIN, 2016), se investigaron los 35 Programas de PBA bajo una perspectiva comunicacional. Contempla un análisis cualitativo de cinco programas que abordan los impactos en la salud como centrales. Como resultado, se observa que se adopta una perspectiva de comunicación más instrumental que procedimental. Los programas establecen acciones de comunicación y educación ambiental como propuestas para mitigar impactos y vincular la reducción del daño ambiental y social a la efectividad de las acciones. De los autores como Fearnside (2015); Nielsen (2001); Stevanin y Murtinho (2021) y Vainer (2007), reflexionan sobre la inseparabilidad entre salud, comunicación y ciudadanía, además de la necesidad de una mayor participación de los actores sociales y una percepción sistémica de los procesos relevantes al Licenciamiento Ambiental.Face aos impactos ambientais na área de saúde, ocasionados em decorrência da instalação de usinas, como a proliferação de doenças endêmicas, tais quais malária, dengue, febre amarela, cólera, leishmaniose e infecto-contagiosas-parasitárias, como as Infecções Sexualmente Transmissíveis (ISTs), este artigo faz uma análise do Plano Básico Ambiental (PBA) da Usina Hidrelétrica Estreito, localizada nos estados do Maranhão e Tocantins. O PBA é um conjunto de programas que visam mitigar impactos socioambientais, condicionante para emissão da Licença Prévia. Com base metodológica na Análise de Conteúdo (BARDIN, 2016), foram investigados os 35 Programas do PBA, sob uma perspectiva comunicacional.  Contempla-se uma análise qualitativa de cinco programas que abordam os impactos na saúde como centrais. Como resultados, observa-se que é adotada uma perspectiva mais instrumental do que processual da comunicação. Os programas estabelecem ações de comunicação e de educação ambiental como propostas de mitigação de impactos e atrelam a redução do dano ambiental e social à efetividade das ações.
