Resumo: The purpose of this article is to analyze the responses of innovation policies to the contours of the economic process in Brazil in the recent period. Data were obtained from secondary sources, notably reports, regulations and official statistical databases available on Ministries websites. It is assumed that innovation is a relational socioeconomic process whose achievement depends always on a complex network of actors and difficult changes in social practices. The study is guided by the conjecture that the achievement of an agenda of combined policies of induction, regulation and economic competition would favorably the advancement of capacities, interactions and complementarities of the productive actors towards the formation of innovation systems. This required, among other factors, new concertations between forces from the public sector and the private sector, since traditional productive actors would tend to resist the process, failing to engage with the agenda, triggering power resources to pressure state actors to support and legitimize reproduction of its scope of action, and obliterating the unfolding of the process.

Los datos fueron obtenidos en fuentes secundarias, notadamente informes, reglamentos y bases estadísticas oficiales disponibles en los sitios de Ministerios. Se parte del principio, caro a los Innovation Studies, de que la innovación sería un proceso socioeconómico relacional cuya consecución depende, siempre, de una compleja red de actores y de difíciles cambios en las prácticas sociales. El estudio se orienta por la conjetura de que la consecución de una agenda de políticas combinadas de inducción, regulación y competencia económica condicionaría favorablemente el avance de capacidades, interacciones y complementariedades de los actores productivos, hacia la formación de sistemas de innovación. Esto requería, entre otros factores, nuevas concertaciones entre fuerzas del sector público y del sector privado, pues actores productivos tradicionales tenderían a resistir al proceso, dejando de involucrarse con la agenda, accionando recursos de poder para presionar a actores estatales a apoyar y legitimar la agenda la reproducción de su ámbito de actuación, y obliterando los desdoblamientos del proceso.A proposta do artigo é analisar as respostas das políticas de inovação aos contornos do processo econômico no Brasil, no período recente. Os dados foram obtidos em fontes secundárias, notadamente relatórios, regulamentos e bases estatísticas oficiais disponíveis nos sites de Ministérios. Parte-se do princípio, caro aos Innovation Studies, de que a inovação seria um processo socioeconômico relacional cuja consecução depende, sempre, de uma complexa rede de atores e de difíceis mudanças nas práticas sociais. O estudo orienta-se pela conjectura de que a consecução de uma agenda de políticas combinadas de indução, regulação e competição econômica condicionaria favoravelmente o avanço de capacidades, interações e complementaridades dos atores produtivos, na direção da formação de sistemas de inovação.
