Resumo: This article analyzes the organization of the public force and taxation in the province of Maranhão, carried out by the local political elite. This will be done focusing on two institutions: the Provincial Legislative Assembly and the Presidency of the Province. I will describe and analyze the central issues that were under the responsibility of the provincial deputies in a state under construction; at the same time, I will observe the performance of the provincial presidents in relation to the projects approved (or not) in the Provincial Assembly, and how they exercised their legal prerogatives (such as the veto).
