This article aims to establish an analysis of the effects triggered by structural and institutional racism on Brazil’s public security system, debating its legal, administrative, political and social aspects. Thus, it will be empirically identified as certain behaviors and discourses influence the violence against the black population. The concepts of biopolitics and necropolitics are fundamental in this debate, revealing how the legitimization of violence and death occurs through the State. It is therefore necessary to evaluate the public security system beyond its institutions, considering axes such as education, culture and economy. For this, the exploratory methodology will be used, through bibliographic, documentary and statistical material. Among all the conclusions, the current model of Brazilian public safety, in addition to its possible inefficiency in the fight against crime and in the reduction of violence, has contributed to the deepening of racism.
