The research aims to demonstrate the need for new institutional arrangements for the functionalization of property in urban voids through social housing, considering the binomial adaptation/sustainable compactness of cities. The hypothesis is that the allocation of idle properties for housing can be an important way of assigning a social function to property, combating urban sprawl, collaborating with overcoming the housing deficit and attention to SDG 11 of the UN Agenda 2030 in Brazil. Inclusive and sustainable urbanization requires political responses to the phenomenon of emptying and abandonment of real estate in central regions of cities due to speculative logic, places with considerable public infrastructure. This debate gains strength in the current climate emergency context, as it requires adaptation measures. It addresses the relationship between SDG 11 and the adaptation and compactness of cities, analysis of data on the deficit and inadequacy of homes in Brazil and its contrast to the existence of urban voids, as well as the main challenges in facing housing shortages and compactness of urban space through subdivision, building and compulsory use (PEUC). The nature of the research is qualitative and quantitative, the approach method is deductive, the technique is bibliographical and exploratory.
