Fighting racism at the Bahia State Public Ministry: advances, challenges and perspectives

Resumo: This paper discusses the issues of institutional racism and whiteness at the Bahia State Public Ministry (MPBA). Structural racism as a founding aspect of Brazil is unfolded in different ways reserving privileges to white people while imposing obstacles to black people and denying their right to occupy places of power and decision making amongst other things. Therefore this paper aims at discussing how this important body of the justice system has acted to tackle and fight against racism especially in the context of the institution itself. To do so, we analysed actions by the MPBA such as the enactment of affirmative actions in contests to hire public prosecutors and servants and interns as well as projects to combat racism. From this analysis we argue that despite the important advances there are still barriers that hinder the urgent and necessary racial equality at the MPBA. Finally, in order to contribute, we propose some actions to advance in combating racism by the institution and to diminish the current racial inequality.

O racismo estrutural, enquanto elemento fundante do Brasil, manifesta-se das mais variadas formas, reservando privilégios às pessoas brancas e impondo obstáculos a negros e negras, negando-lhes, entre outras coisas, o direito de ocupar espaços de poder e tomada de decisão. O objetivo deste artigo é discutir de que forma esse importante órgão do sistema de justiça tem agido no enfrentamento e no combate ao racismo, sobretudo no contexto da própria instituição. A partir da análise de documentos com acesso livre hospedados no sítio da instituição, da legislação brasileira e da revisão de literatura foram observadas as ações do MPBA, tanto no âmbito interno quanto no externo, objetivando o combate ao racismo e a promoção da igualdade racial. Todavia, a despeito dos importantes avanços, ainda há obstáculos que dificultam a urgente e necessária igualdade racial no MPBA.
