Health promotion has been advocated in the national and international literature and there are still few studies that assess the limiting factors of its operation considering specific professional categories and the contexts of local systems. This study investigated the main restrictive elements to health promotion practices of physical therapists active in Primary Healt Care (APS) in seven municipalities in the metropolitan region of Salvador, state of Bahia, Brazil. It is a multiple case study with a quali-quantitative approach through semi-structured interviews with objective questions, from a Linkert scale, and subjective questions with 12 professionals of seven municipalities. Insufficient provision of material resources and inputs, constraints in management and its support, communication problems with work teams, workload differences, disease-centered healthcare model, and community resistance to health promotion actions were the main limiting factors identified in the municipalities. The findings point to the possibility of applying the method to other similar municipal contexts and shows the originality of this research due to the absence of studies with this approach in the literature. It is important to carry out evaluation studies to investigate successful experiences of health promotion developed by physical therapists in APS.
