Conceptions of managers on the policy of persons deprived of liberty’s health care

Resumo: The National Policy for Comprehensive Health Care of the Private Person of Freedom in the Prison System was implemented through Ordinance No. 482 of April 1, 2014, with the objective of ensuring effective and systematic access of the population in state custody to health actions and services. The objective of this work is to understand the conceptions and practices of health service managers about the National Health Care Policy of Persons Deprived of Liberty in the Prison System. This is a descriptive study, with a qualitative approach, carried out within a municipality of Rio Grande do Norte, Brazil, with managers of establishments that are a reference for the care of people deprived of liberty and who represent the care network in their levels of complexity of the municipality. The managers of health services that comprised the sample of this study recognize the right to health of people deprived of liberty. However, knowledge about the principles, guidelines and operationalization of the National Policy for Comprehensive Health Care of the Private Person of Freedom in the Prison System is still scarce.

El objetivo de este trabajo es comprender las concepciones y prácticas de los gerentes de servicios de salud sobre la Política Nacional de Atención a la Salud de las Personas Privadas de Libertad en el Sistema Penitenciario. Se trata de un estudio descriptivo, con un enfoque cualitativo, realizado dentro de un municipio de Rio Grande do Norte, Brasil, con gestores de establecimientos que son una referencia para el cuidado de personas privadas de libertad y que representan la red de atención en sus niveles de complejidad del municipio. Los administradores de los servicios de salud que componían la muestra de este estudio reconocen el derecho a la salud de las personas privadas de libertad. Sin embargo, el conocimiento sobre los principios, directrices y la puesta en funcionamiento de la Política Nacional de Atención Integral de la Salud de la Persona Privada de la Libertad en el Sistema Penitenciario sigue siendo escaso.A Política Nacional para Atenção Integral à  Saúde da Pessoa Privada de Liberdade no Sistema Prisional foi implantada através da Portaria nº 482, de 1º de abril de 2014, com objetivo de garantir o acesso efetivo e sistemático da população que se encontra sob custódia do Estado à s ações e aos serviços de saúde. Objetiva-se  neste trabalho compreender as concepções e práticas de gestores de serviços de saúde sobre a Política Nacional de Atenção à Saúde das Pessoas Privadas de Liberdade no Sistema Prisional. Trata-se de estudo descritivo, com abordagem qualitativa, realizado no âmbito de um município do Rio Grande do Norte, Brasil, com gestores dos estabelecimentos que são referência para o cuidado de pessoas privadas de liberdade e que representam a rede de atenção em seus níveis de complexidade do município. Os gestores de serviços de saúde que compuseram a amostra deste estudo reconhecem o direito à saúde das pessoas privadas de liberdade.
