Objective: to evaluate the municipal councils of health of the Integrated Development Region of the Federal District and Surroundings regarding deliberative dynamics. Methodology: This is an exploratory study with a qualitative approach. Data were collected through the documents of eight selected municipal councils of health, the field diary resulting from the participant observation of the ordinary and extraordinary meetings, as well as the in-depth interviews with the presidents of the municipal councils, whose topic was the participation social. The collected data were organized and submitted to content analysis. Results: the synthesis of results predicts the existence of deliberative dynamics in the municipal health councils studied. Contributions: it has been shown that the municipal councils studied have deliberative potential and can contribute to health policies that serve the interests of political actors.
