EFFECTIVENESS OF CITY COUNCILS:: A STUDY ON THE COUNCIL FOR SUSTAINABLE DEVELOPMENT OF MONTES CLAROS-MG (CODEMC)

In this article, the case of the Council for Sustainable Development of Montes Claros-MG (CODEMC) was analyzed. The question proposed for this work is: What are, according to the perception of local actors, the most incident/relevant factors that strengthen or weaken the effectiveness of CODEMC as a participatory instance of producing public policies? To this end, a qualitative research was carried out with 64 interviews analyzed using the Atlas-Ti software. This article seeks to diagnose and analyze the factors that strengthen and weaken the effectiveness of a council that has an age close to the operational maturity indicated in the literature (seven years), transposing the findings to the field of public policies. Throughout the research, it was identified that a higher level of representativeness, plurality and pragmatism in the formulation of public economic development policies are factors that reinforce, legitimize and strengthen the performance of the council in the analyzed municipality – which denotes that the level of engagement and participation in municipal councils has something to do with the council's ability to effectively deliver municipal policies capable of transforming the environment in which it operates.
