Com essa abertura, presenciamos também um crescente número de atores políticos que buscam influenciar na agenda política do país; os grupos de interesses passam a ter cada vez mais peso no processo deliberativo e se tornam também mais diversificados no que tangem as suas bandeiras. Mas além de uma abertura política, ocorre a partir do governo do ex-presidente Collor uma abertura comercial. O que isso implica? A oferta de produtos importados no Brasil cresceu vertiginosamente, afetando diretamente o setor produtivo nacional. Portanto, temos a seguinte realidade: a política se torna mais aberta e a economia também. Logo, o setor produtivo precisou rever sua forma de atuação política a fim de promover uma realidade que lhe fosse favorável. É nesse cenário de crise do setor que o lobby passa a ganhar cada vez mais força. O objetivo deste trabalho é analisar quais características do sucesso do lobby da Confederação Nacional da Indústria (CNI) via Agenda Legislativa da Indústria, tem sido capaz de organizar a atuação política do setor produtivo industrial do país desde 1996, visando mitigar o custo Brasil, trazendo maior capacidade de concorrência dos produtos nacionais face aos importados. A partir do estudo aqui realizado, podemos perceber que parte do sucesso da CNI está em barrar aquilo que lhe seria desfavorável, ou seja, foi identificado que os projetos que rederam sucesso a CNI eram aqueles que divergiam dos interesses desta organização. Because of that opening, we saw a growing number of political actors seeking to influence the political agenda of the nation, these actors started to have great weight on the deliberative process, and their political agenda became much vaster. Beyond the political opening, we also saw a commercial opening on the presidency of Collor. How does it matter? The offer of foreign products in Brazil grew vertiginously, which affected directly our national productive sector. Therefore, at the end of last century, the reality was that politics became opened, and the economy too. Consequently, the productive sector had the restructure its political strategy so that they could implement a more favorable reality to them. It was within that moment of crisis that lobbying gained strength. The goal of this essay is to analysis what are the characteristics of the lobbying successes of the Confederação Nacional da Indústria (CNI) through Agenda Legislativa da Indústria, which has been able to organize the political strategies of the national industrial sector since 1996, seeking to reduce “custo Brasil”, giving greater capacity for the national products to face the foreign ones. From our study here, we can notice that part of the success of CNI is on stopping unfavorable agendas from becoming acts, in other words, it was identified that the bills which resulted in success to the CNI, were those that diverged from the interests of this organization.
