Requer para tal, a organização e continuidade do cuidado e um olhar para o sujeito como um todo, considerando o contexto histórico, social, político, familiar e ambiental. Uma das nuances deste princípio é o bom funcionamento do sistema de referência e contra-referência, de modo que a Rede de Atenção em Saúde seja efetiva. Este trabalho teve como objetivo identificar a produção científica referente ao fluxo de Referência e Contra-referência e seus reflexos para o funcionamento efetivo do SUS. Para a elaboração do trabalho foi desenvolvida uma revisão bibliográfica integrativa com busca nas bases de dados SciELO, Lilacs e BVS, onde foram encontrados 96 artigos no total, com inclusão de 8 artigos para compor o estudo, a partir dos critérios de inclusão, de serem artigos disponíveis na íntegra, em português, nos últimos 10 anos. Os resultados apontaram lacunas em relação às condições funcionais indispensáveis ao bom funcionamento do Sistema de Referência e Contra-Referência entre os níveis de atenção à saúde. O Sistema de Referência e Contra-Referência em todos os artigos foi descrito como um sistema ineficiente, e assim, sobrecarregando os níveis de atenção à saúde, o que pode resultar em um agravamento das condições de saúde dos usuários e prejudicando sua qualidade de vida. A partir da revisão dos artigos foi possível concluir que é preciso avançar muito no que diz respeito à organização dos serviços de saúde. It requires for that the organization and continuity of care and perception as a whole, considering the historical, social, political, family and environmental context. One of the nuances of this principle is the proper functioning of the reference and counter-referral system, so that the Health Care Network is effective. The objective of this work was to identify the scientific production referring to the flow of Reference and Contra-reference for the effective functioning of UHS. For the elaboration of the work an integrative bibliographical review was developed with search in the databases SciELO, Lilacs and BVS, where 96 articles were found in total, with inclusion of 8 articles to compose the study, according to the inclusion criteria of being articles available in full in Portuguese in the last 10 years, período from 2008 to 2018. The results pointed out to gaps related to the functional conditions indispensable for the proper framework of the Reference and Counter-Referral System among the levels of health care. The Reference and Counter-Referral System in all articles was described as an inefficient system, and thus, burdening the levels of health care, which can result in a worsening of the users' health conditions and impairing their quality of life. From the review of the articles it was possible to conclude that much progress needs to be made regarding the organization of health services.
