Objetivou-se, nesse sentido, verificar como ocorreu o controle por parte do Legislativo sobre o uso dessas Medidas no período estudado, que se estende de setembro de 2001 a dezembro de 2020. Para tanto, o presente trabalho analisa, inicialmente, as bases institucionais para a inclusão dessa ferramenta no ordenamento jurídico brasileiro, para então explicar o rito processual em torno da edição e aprovação das Medidas Provisórias, assim como as principais alterações feitas no seu funcionamento, a fim de identificar os principais momentos em que o Legislativo exerce algum tipo de controle da matéria. A partir disso, foram abordadas as principais correntes teóricas no que diz respeito à relação entre o Executivo e o Legislativo sobre o assunto, a fim de confrontá-las com os resultados obtidos. In this sense, the objective was to verify how the Legislative control over the use of these measures occurred in the studied period, which extends from September 2001 to December 2020. The present work analyzes, initially, the institutional bases for the inclusion of this tool in the Brazilian legal system, to then explain the procedural rite around the edition and approval of the Provisional Measures, as well as the main changes made in its operation, in order to identify the main moments in which the Legislative exercises some type control of matter. From this, the main theoretical currents were approached with regard to the relationship between the Executive and the Legislative on the subject, in order to compare them with the results obtained.
