Investigou, principalmente, as alterações sofridas durante o processo legislativo na Câmara Legislativa, o uso do veto por parte do Governador do Distrito Federal, assim como sua respectiva derrubada por parte dos Deputados da CLDF. A base dessa análise foram as leis ordinárias aprovadas em 2016 obtidas no site da CLDF. As informações essenciais a esse trabalho foram adquiridas por meio das informações constantes na tramitação dos projetos de lei que originaram as referidas leis. A accountability horizontal foi o conceito principal usado, uma vez que representa fiscalização, transparência e controle entre uma agência estatal e outra, ou ainda, entre um Poder e outro. Ressalte-se que a relação entre os dois Poderes é tida pela literatura como conflituosa. As leis enquanto instrumento legal que estabelece normas a sociedade civil ou a outros órgãos, necessitam de controle, por isso se torna tão importante analisar essa questão. One of its main inquiries was the alterations during the legislative process in the Legislative Chamber, the use of the veto by the Governor of the Federal District, as well as its respective overthrow by CLDF deputies. The basis of this analysis was the ordinary laws approved in 2016 and obtained from the CLDF website. The information essential to this work was acquired through the information contained in the processing of the projects that originated those laws. Horizontal accountability was the main concept used, since it represents oversight, transparency and control between one state agency and another, or between one Power and another. It should be emphasized that the relation between the two Powers is considered by the literature as conflicting. Laws, as a legal instruments that set standards for civil society or other bodies, need to be controlled, so it is important to analyze this issue.
