O primeiro capítulo traz as noções iniciais sobre o processo de impeachment, desde suas origens históricas até a forma atual do instituto no ordenamento jurídico brasileiro, delineando a atuação do Senado Federal no julgamento do processo. O segundo capítulo traça os conceitos de soberania, representatividade e democracia e a relação existente entre eles, especialmente mediante a análise das obras de Nadia Urbinati, buscando esclarecer de que forma se dá a escolha e a responsabilização dos representantes políticos eleitos. O terceiro capítulo aborda as características do cargo do suplente, mediante a análise da legislação pátria e do Direito Comparado, com vistas a entender seu papel no processo de impeachment, especialmente diante dos conceitos trabalhados nos capítulos anteriores. _____________________________________________________________________________ ABSTRACTThis article aims at establishing an analysis in order to identify how the role of the Senator‟s substitute relates with the concepts of sovereignty, democracy and representativeness, considering they are not invested in the position by popular and direct vote. Therefore, if they are not elected, how can be understood their participation in the political judgment of the President. Firstly, we will draw a historical approach of the impeachment process in accordance with Brazilian law, outlining the Senator‟s substitute role in the procedure. Subsequently, it will be pointed out the relation between sovereignty, representation and democracy from Nadia Urbinati's overview, seeking to clarify how can be comprehended the representatives accountability. The third topic addresses the main characteristics of the Senator's substitute from an analysis of the Brazilian legislation and comparative law as well, aiming to improve the democratic continent of impeachment process. _____________________________________________________________________________ RESUMENEl presente trabajo tiene por objetivo verificar como la existencia del suplente de senador es coherente con los conceptos de soberanía, democracia y representatividad, dado que no es investido en el cargo mediante elecciones periódicas, y como su actuación en el juicio político del Presidente de la República debe ser interpretada en su relación con aquellos conceptos. El primer capítulo trae las nociones iniciales sobre el proceso de impeachment, desde sus orígenes históricos hasta la forma actual del instituto en la ley brasilera, delineando la actuación del Senado Federal en la sentencia del proceso. El segundo capítulo expone los conceptos de soberanía, representatividad y democracia y la relación existente entre ellos, especialmente mediante el análisis de las obras de Nadia Urbinati, buscando esclarecer de qué forma ocurre la elección y la responsabilidad de los representantes políticos elegidos.
