Basicamente, procura-se conceituar a função do ouvidor e como a atividade vem sendo utilizada como ferramenta para um melhor relacionamento com clientes, usuários e cidadãos. Busca-se também mostrar alguns modelos de OUVIDORIA implantados dentro da iniciativa pública, à luz de modernos conceitos da administração atual. Como exemplo, cita-se algumas empresas que modificaram processos e melhoraram resultados nos serviços oferecidos, a partir de uma maior qualidade no que diz respeito ao atendimento de seu público usuário. Em função do aprimoramento da atividade, mostra-se que o ouvidor atua não somente como um canal de ligação com seus usuários, mas como representante do cidadão a fim de assegurar seus legítimos interesses.
