Na busca pela efetividade e pelo aperfeiçoamento da atuação do Estado, encontramos no mecanismo do Recall Político uma alternativa para se repensar os moldes da Representatividade. Trata-se de um procedimento com caráter tríplice legitimador, controlador e limitador que, tendo como principio a aproximação entre o corpo eleitoral e os eleitos, possibilita, por meio de iniciativa e decisão popular, a destituição de representantes antes do fim de seus mandatos devido à atuação antiética, ilícita ou, principalmente, incompetente. A partir de uma abordagem sistêmica e institucional, busca-se trazer ao centro dos debates sobre a Reforma Política as vantagens que tal instrumento poderia trazer ao campo da Representação e do jogo Democrático a partir da valorização de conceitos como Responsabilidade, Participação Política e Responsividade. __________________________________________________________________________ ABSTRACTThe following work aims to analyze the current structure of representation in order to understand in what ways the promises of representative democracy are not being fulfilled and to seek alternatives so that such flaws may be corrected. In the quest for effectiveness and for the improvement of state action, we found in the Political Recall an alternative mechanism for rethinking the molds of representativeness. This is a procedure that functions as a legitimizing, controlling and limiting mechanism that, bearing as a principle the approach between the electorate and the elected, enables, through popular initiative and decision, the removal of representatives before the end of their terms due to unethical, unlawful or, mainly, incompetent action.
