A documental analysis of official language policies for the Exchange Program for Undergraduate Students (PEC-G): looking back, thinking ahead

Resumo: The Exchange Program for Undergraduate Students (PEC-G) is the oldest international cooperation program in higher education in Brazil and also one of the most complex. In this work, our goal is to discuss the language policies on the Portuguese language inscribed in PEC-G’s official documents. We made an analysis of official documents that have been guiding PEC-G from 1965 to 2013, according to a qualitative and interpretative methodology. Our central theoretical notion was that of language management as one of the dimensions of the language policy advocated by Spolsky (2004, 2009).  We concluded that there is a more intense formalization of language policies aimed at the PEC-G throughout its existence, but there are still aspects that do not find support in the current documents, such as teacher training, curriculum and convergence among Portuguese language courses offered in the country. We aim to contribute to research that analyzes the relationship between Portuguese language teaching and PEC-G as embedded in political dimensions and, thus, to support proposals in this regard.

Diante dessa antiguidade e dessa complexidade, neste trabalho, nosso objetivo é discutir as políticas linguísticas sobre a língua portuguesa inscritas em documentos oficiais do PEC-G. Para tanto, fizemos uma análise de documentos que vêm pautando o programa desde 1965 até 2013, de acordo com uma abordagem metodológica qualitativa e interpretativista. Tivemos como norte teórico a noção de gerenciamento linguístico como uma das dimensões da política linguística preconizada por Spolsky (2004, 2009). Concluímos que, com o passar do tempo, há uma formalização mais intensa das políticas linguísticas destinadas ao PEC-G, porém ainda há aspectos que não encontram respaldo na documentação vigente, como a formação de professores, o currículo e a maior convergência entre os cursos de língua portuguesa ofertados pelo país.
