Resumo: This text analyses the policy for evaluation of higher education based on the triad: expansion, democratization and institutional evaluation. The aim of this work is to comprehend how the expansion process, intensified since the 1990’s, has transformed the concepts related to access democratization and the systemic evaluation processes of public and private Higher Education Institutions in Brazil. This work also examines how the functions of this level of education have been changed over the last two decades, in order to adjust to the demands of the economic system, considering the role and value of diplomas in the relations between the production system and the reproduction system.

Tratamos de entender cómo funciona el proceso de expansión, intensificado desde la década de 1990, ha transformado los conceptos prevalecientes hasta entonces de democratización del acceso y los procedimientos para la evaluación de las Instituciones de Educación Superior (IES) públicas y privadas en Brasil. Se examinan, también, cómo las funciones de la educación superior se han modificado en las últimas dos décadas con el fin de adaptarse a las demandas del sistema económico, teniendo en cuenta el papel y el valor de los títulos en las relaciones entre el sistema productivo y el sistema de reproducción.Este texto analisa a política de avaliação da educação superior a partir da tríade expansão, democratização e avaliação institucional. Busca-se compreender como o processo de expansão, intensificado a partir dos anos de 1990, vem transformando os conceitos até então vigentes de democratização do acesso e dos processos de avaliação sistêmica das Instituições de Ensino Superior (IES) públicas e privadas no Brasil.
