Resumo: | This study of the creation in 1974 of the SNFMO (National System for LabourTraining) seeks to show that, in the socio-political and economic context ofthe period, the System emerges as an instruent of managerial modernization, aninstance of social control and a strategy for the redefinition of roles played byagencies of professional training. The author concludes that, if the central hypothesisis true, it is possible to predict a loss of importance of the SNFMO dueto the process of redemocratization and the dynamics of popular participation. |

L'auteur considère que, si1’hypothèse centrale est vraie, est possible de prévoir une perte d’importance duSystème due à la redémocratisation et à la nouvelle dynamique de la participationpopulaire.Este estudo sobre a criação, em 1974, do Sistema Nacional de Formaçãode Mão-de-Obra procura mostrar que, no quadro sócio-político e econômico daépoca, o Sistema surge como instrumento de modernização gerencial, instânciade controle social e estratégia para redefinição dos papéis das agências deformação profissional.
