Resumo: This study of the creation in 1974 of the SNFMO (National System for LabourTraining) seeks to show that, in the socio-political and economic context ofthe period, the System emerges as an instruent of managerial modernization, aninstance of social control and a strategy for the redefinition of roles played byagencies of professional training. The author concludes that, if the central hypothesisis true, it is possible to predict a loss of importance of the SNFMO dueto the process of redemocratization and the dynamics of popular participation.

L'auteur considère que, si1’hypothèse centrale est vraie, est possible de prévoir une perte d’importance duSystème due à la redémocratisation et à la nouvelle dynamique de la participationpopulaire.Este estudo sobre a criação, em 1974, do Sistema Nacional de Formaçãode Mão-de-Obra procura mostrar que, no quadro sócio-político e econômico daépoca, o Sistema surge como instrumento de modernização gerencial, instânciade controle social e estratégia para redefinição dos papéis das agências deformação profissional.
