Resumo: The text characterizes the roles of the State in the new context of marketeconomy. The "financing" is extended in detriment of production. Thetechnological gap is enlarged including that amongthe most developed countries.The "analytical reversion" unleashed by Thatcher and Reagan left the Stalein the prisioner's dock. The interventionism is no longer considered a magicsolution and leave its place to policies of systematic privatization, which arelegitimated by the mechanisms of market self-regulation.However, the relations between State and market in Latin America would notconfirm new-liberal argumentations since the withdrawal of the Statewithout the support of an adequate social policy, provokes the process offragilization of democracy and the dissemination ofprivate violence.

A "financiarização" amplia-se em detrimento daprodução e acentuam-se as distâncias tecnológicas, inclusiveentre os países mais desenvolvidos.A reversão analítica desencadeada por Thatcher e Reagan põe o Estado nobanco dos réus.
