Primeiramente, foram investigados os motivos que levam ao investimento público da pesquisa e o porquê de realizar a sua análise. Verificou-se os moldes com que a pesquisa é avaliada internacionalmente, sendo desenvolvida o modo 2 de ciência e a necessidade da análise do Impacto Social da pesquisa. A moldura conceitual da análise custo-efetividade foi levantada indicando passos e procedimentos para a mesma. A metodologia foi então detalhada, definindo como o subsídio a ser analisado foi escolhido, como foram escolhidas as pesquisas pertencentes ao Meio Ambiente, os indicadores adotados, como realizar análise de citações e o método de escolha dos indicadores mais representativos. Vários métodos foram utilizados, entre eles a análise de fatores, para classificar os índices nas dimensões de qualidade e produtividade e a regressão linear para estabelecer relação entre o montante financiado e o índice no tempo. Chegamos ao Impacto Social do investimento realizado e o retorno em termos de Produtividade, Qualidade e Impacto Social da pesquisa, bem como o custo do subsídio analisado. Com esses dados foi levantada tabela de custo-efetividade em cada uma das modalidades do subsídio analisado indicando aquelas que apresentaram o melhor custo-benefício em cada uma das dimensões. Realizou-se análise de sensibilidade por meio de bootstraping. Nos anexos, foram identificados os benefícios do investimento ao meio ambiente, os indicadores que influenciam nas chances de aprovação da proposta, a temporalidade da análise, a falta de transparência e que a relação agente-principal não influenciou nas chances de aprovação. Na área do Meio Ambiente, ainda apontou para a falta de equidade, a falta de transversalidade, para seu subfinanciamento como área prioritária e que ser desta área não afetou as chances de aprovação.This dissertation sought the use of cost-effectiveness analysis as a tool for analyzing public investment in research in the area of the Environment. Firstly, we investigated the reasons that lead to the public investment of the research and the reason for carrying out its analysis. It was verified how the research is evaluated internationally, the mode 2 of science and the necessity of the analysis of the Social Impact of the research. The conceptual framework of cost-effectiveness analysis was raised indicating steps and procedures for the same. The methodology was then detailed, defining how the subsidy to be analyzed was chosen, how the projects were classified as environmental ones, the indicators adopted, how to perform citation analysis and the method of choosing the most representative indicators. Several methods were used, including factor analysis, to find those indicators most representative of the quality and productivity dimensions, and the linear regression to establish a relationship between the financed amount and the indicator over time. We arrived at the Social Impact of the investment made and the return in terms of Productivity, Quality and Social Impact of the research, as well as the cost of the subsidy analyzed. With those data, a cost-effectiveness table was drawn up in each of the modalities of the subsidy analyzed finding those that presented the best cost-benefit in each of the dimensions. Sensitivity analysis was performed by means of bootstrapping. In the annexes, the environmental investment benefits were listed, the indicators that influenced the chances of approval of the proposal were identified, the temporality of the analysis was defined, the lack of transparency was determined and that we hadn’t found agent-principal relationship influence in chances of approval.
