Environmental governance and geographical indication: the case of denomination of origin Alagoas' Mangroves

Resumo: | Biodiversity governance encompasses, in addition to the actions of governments at various levels, the participation of other actors such as communities, the private sector and civil society organizations in decision-making that influence environmental actions and outcomes. Because of this recognition, this article aims to analyze the connections between Geographical Indication (IG) and natural resource governance, with emphasis on co-management strategies and public-private-social partnerships. Of an exploratory nature, the research was based on a review of the literature on environmental governance and case study on the Designation of Origin (DO) "Mangroves of Alagoas" bestowed to red propolis. The research pointed out that in addition to strengthening production chains of products and services whose qualities are due to natural and human factors, the registration of this IG’s type of may favor the participation of market players and local communities in environmental collaboration. However, in order not to increase inequality in the allocation of environmental resources, traditional communities, which facilitate access to biodiversity assets, need to be included in the benefit sharing generated by this market instrument. Em função desse reconhecimento, este artigo tem como objetivo analisar as conexões entre Indicação Geográfica (IG) e a governança dos recursos naturais, com ênfase nas estratégias de cogestão e parcerias público-privada-social. De cunho exploratório, a pesquisa foi baseada em uma revisão da literatura sobre governança ambiental e estudo de caso sobre a Denominação de Origem (DO) “Manguezais das Alagoas” conferida a própolis vermelha. A pesquisa apontou que além de fortalecer cadeias produtivas de produtos e serviços cujas qualidades se devam aos fatores naturais e humanos, o registro desse tipo de IG pode favorecer a participação dos atores de mercado e comunidades locais na colaboração ambiental. No entanto, para não haver aumento da desigualdade na alocação de recursos ambientais, as comunidades tradicionais, que facilitam o acesso aos ativos ligados à biodiversidade, precisam ser incluídas na repartição dos benefícios gerados pelo referido instrumento de mercado.
