Overview of the debate on solidarity economy and public policies linked to the selective collection of solid waste: systematic review exercise

Resumo: | Until the end of the last century, approaches to the Solidarity Economy were limited and generally associated with isolated movements, often understood as unnecessary and limiting development. This reality has found significant changes, whose characteristics this work seeks to answer: where are and what are the main areas of research and interest on this topic, in the context of cooperativism and public policies associated with the selective collection of solid waste. Such action is justified, in particular, by the growing assertions that the human race depends on clear and objective actions in the context of garbage. To this end, the systematic review method was used, whose research addressed works published on the Web of Science Platform in the ten-year interval (2009-2019). The results showed eight hundred and forty-three works, taking into account the initial constraints. After the application of the proposed cuts and crossings, twenty-two works were framed and served as the basis for this research. Most of the works point to the solidarity economy as a means of growing social organization, in very different areas, but still with major deficiencies in public policies. Specifically, the results showed the promotion of cooperatives of solid waste collectors and the encouragement of the recycling process as a means of income generation and social re-inclusion, even in the midst of difficulties. Cooperativism.Hasta finales del siglo pasado, los acercamientos a la Economía Solidaria fueron limitados y generalmente asociados a movimientos aislados, muchas veces entendidos como innecesarios y limitantes del desarrollo. Esta realidad ha encontrado cambios significativos, cuyas características busca responder este trabajo: dónde están y cuáles son las principales áreas de investigación e interés sobre este tema, en el contexto del cooperativismo y las políticas públicas asociadas a la recolección selectiva de residuos sólidos. Tal acción se justifica, en particular, por las crecientes afirmaciones de que la raza humana depende de acciones claras y objetivas en el contexto de la basura. Para ello se utilizó el método de revisión sistemática, cuya investigación abordó trabajos publicados en la Plataforma Web of Science en el intervalo de diez años (2009-2019). Los resultados arrojaron ochocientas cuarenta y tres obras, teniendo en cuenta las limitaciones iniciales. Luego de la aplicación de los cortes y cruces propuestos, se enmarcaron veintidós obras que sirvieron de base para esta investigación. La mayoría de los trabajos apuntan a la economía solidaria como medio de organización social creciente, en muy diferentes ámbitos, pero aún con importantes carencias en las políticas públicas. Específicamente, los resultados mostraron la promoción de cooperativas de recolectores de residuos sólidos y el fomento del proceso de reciclaje como medio de generación de ingresos y reinserción social, incluso en medio de dificultades. Cooperativismo.Até o final do século passado, as abordagens a respeito da Economia Solidária eram limitadas e geralmente associadas a movimentos isolados, não raras as vezes compreendidos como desnecessários e limitadores de desenvolvimento. Esta realidade tem encontrado mudanças significativas, cujas características este trabalho procura responder: onde estão e quais são as principais áreas de pesquisa e interesse sobre este tema, no contexto do cooperativismo e das políticas públicas associadas à coleta seletiva de resíduos sólidos. Tal ação jutifica-se, em especial, pelas crescentes afirmativas de que a raça humana depende de ações claras e objetivas no context do lixo. Para tanto, se utilizou o método de revisão sistemática, cujas pesquisas abordaram trabalhos publicados na Plataforma Web of Science no intervalo de dez anos (2009-2019). Os resultados apontaram oitocentos e quarenta e três trabalhos, levando-se em consideração os limitadores iniciais. Após a aplicação dos cortes e cruzamentos propostos, vinte e dois trabalhos se enquadraram e serviram de base para esta pesquisa. Os trabalhos, em sua maioria, apontam a economia solidária como um meio de organização social em crescimento, em áreas muito distintas, porém ainda com grandes deficiências em políticas públicas. Em específico, os resultados mostraram o fomento de cooperativas de catadores de resíduos sólidos e o incentivo ao processo de reciclagem como meio de geração de renda e reinclusão social, mesmo em meio a dificuldades.
