State and third sector relations in Brazil: basilar elements and investigative premencies

In Brazil, the third sector emerged as an alternative to the crisis of the Social Welfare State and consolidated itself, in part, as a great ally in the realization of the social guarantees defined in the 1988 Constitution of the Federative Republic. Despite advances in the areas of education, social assistance and health, when converted to government guidelines, many of the non-profit organizations, pre-existing to the redemocratization of the country of the 1980s, distanced themselves from the autonomous community bases, weakening the expansion of public spaces for discussion and evaluation of the role of the State. This study aims to contribute to this discussion, presenting epistemological an theoretical propositions that question the Brazilian experience, as well as suggestions for investigative lines arising from them, especially in view of the formulation of national public policies, the implementation of which depends, due to the available infrastructure, the complementation exercised by non-profit organizations.
