State and third sector relations in Brazil: basilar elements and investigative premencies

Resumo: In Brazil, the third sector emerged as an alternative to the crisis of the Social Welfare State and consolidated itself, in part, as a great ally in the realization of the social guarantees defined in the 1988 Constitution of the Federative Republic. Despite advances in the areas of education, social assistance and health, when converted to government guidelines, many of the non-profit organizations, pre-existing to the redemocratization of the country of the 1980s, distanced themselves from the autonomous community bases, weakening the expansion of public spaces for discussion and evaluation of the role of the State. This study aims to contribute to this discussion, presenting epistemological an theoretical propositions that question the Brazilian experience, as well as suggestions for investigative lines arising from them, especially in view of the formulation of national public policies, the implementation of which depends, due to the available infrastructure, the complementation exercised by non-profit organizations. Social guarantees.En Brasil, el tercer sector surgió como una alternativa a la crisis del Estado de Bienestar Social y se consolidó, en parte, como un gran aliado en la realización de las garantías sociales definidas en la Constitución de 1988 de la República Federativa de Brasil. A pesar de los avances en las áreas de educación, asistencia social y salud, cuando se convirtieron en pautas gubernamentales, muchas de las organizaciones sin fines de lucro, preexistentes a la redemocratización del país en la década de 1980, se distanciaron de las bases de las comunidades autónomas, debilitando la expansión de espacios públicos para la discusión y evaluación del rol del Estado. Este estudio fue desarrollado con el propósito de contribuir a la discusión en cuestión, presentando, al mismo tiempo, proposiciones teóricas epistemológicas que cuestionan la experiencia brasileña, así como líneas investigativas derivadas de ellas, especialmente en vista de la formulación de políticas públicas nacionales, cuya implementación depende, debido a la infraestructura disponible. , la complementación ejercida por organizaciones sin fines lucrativos. Garantías sociales.No Brasil o terceiro setor surgiu enquanto alternativa para a crise do Estado de Bem-Estar Social e se consolidou, em parte, como um grande aliado na concretização das garantias sociais definidas na Constituição da República Federativa do Brasil de 1988. Em que pese os avanços nas áreas da educação, assistência social e saúde, ao serem convertidas às diretrizes governamentais, muitas das organizações não lucrativas, pré-existentes à redemocratização do país da década de 1980, distanciaram-se das bases comunitárias autônomas, fragilizando a ampliação dos espaços públicos de discussão e avaliação do papel do Estado. Este estudo foi desenvolvido com o propósito de contribuir com a discussão em questão, apresentando-se, ao mesmo tempo, proposições teóricas epistemológicas questionadoras da experiência brasileira, bem como, sugestões de linhas investigativas delas decorrentes, sobretudo diante da formulação das políticas públicas nacionais, cuja implementação depende, em decorrência da infraestrutura disponível, da complementação exercida pelas organizações sem fins lucrativos.  Palavras-chave: Terceiro setor.
