Resumo: Through the method of discourse analysis in bidding for selection of projects of the Third Sector, is plotted a panorama about how the First and Second sectors of society receive, organize and coordinate the Third Sector. The work investigates the force relations as a way to understand the proper role of public relations in the interactions between the Public, Private and Social Power.
