Influence of the benefit of continuous provision on the poverty rate of the elderly in Minas Gerais municipalities in the period 2014-2017

Resumo: | Poverty and aging in Brazil have been the subject of research in the field of Economics, since the existence of unprotected elderly people living in situations of poverty is a reality in the country. In this perspective, this work has as main objective to analyze the relationship between the transfers of the Continuous Payment Benefit (BPC) and the percentage of poor and extremely poor elderly people registered in the Single Registry. To analyze this relationship, data from the Minas Gerais Social Responsibility Index (IMRS) were used, considering the period from 2014 to 2017 for municipalities in the state of Minas Gerais. When estimating the econometric model with data in a dynamic panel, the research found evidence that the BPC contributes to the reduction of elderly poverty. The literature shows that the main mechanisms that explain this effect are related to the fact that the program deals with situations in which there is already established poverty and, therefore, works as a regular guarantee of income for the elderly and even their families. En esta perspectiva, este trabajo tiene como objetivo principal analizar la relación entre las transferencias del Beneficio de Pago Continuo (BPC) y el porcentaje de personas mayores pobres y extremadamente pobres inscritas en el Registro Único. Para analizar esta relación, se utilizaron datos del Índice de Responsabilidad Social de Minas Gerais (IMRS), considerando el período de 2014 a 2017 para los municipios del estado de Minas Gerais. Al estimar el modelo econométrico con datos en un panel dinámico, la investigación encontró evidencia de que el BPC contribuye a la reducción de la pobreza de los adultos mayores. La literatura muestra que los principales mecanismos que explican este efecto están relacionados con el hecho de que el programa atiende situaciones en las que ya existe pobreza establecida y, por lo tanto, funciona como una garantía regular de ingresos para las personas mayores e incluso sus familias. Panel dinámico.A pobreza e o envelhecimento no Brasil têm sido alvo de pesquisas no âmbito da Economia, pois a existência de idosos desprotegidos e vivendo em situação de miséria é uma realidade no país. Nessa perspectiva, este trabalho tem como principal objetivo analisar a relação entre as transferências do Benefício de Prestação Continuada (BPC) e o percentual de pessoas idosas pobres e extremamente pobres registradas no Cadastro Único. Para analisar essa relação, foram utilizados dados do Índice Mineiro de Responsabilidade Social (IMRS), considerando o período de 2014 a 2017 para os municípios do estado de Minas Gerais. Ao estimar o modelo econométrico com dados em painel dinâmico, a pesquisa encontrou evidências indicativas de que o BPC contribui para redução da pobreza idosa. A literatura denota que os principais mecanismos que explicam esse efeito estão relacionados ao fato de que o programa lida com quadros em que já há pobreza instaurada e, por isso, funciona como uma garantia regular de obtenção de renda aos idosos e até mesmo aos seus familiares.
