Interdisciplinary analysis of the mineral question and its reject barrings

Resumo: The present work seeks to broaden the debate about the mineral question in Brazil, using an interdisciplinary reading on the subject. After the recent accidents with dams in Minas Gerais and Pará, these structures and their relations with geographic space and temporal perspectives become a source of reflection. The scope of this work is to analyze the ruptures of tailings dams from the point of view of the Ecological Economy, dialonging with other areas of knowledge, in an interdisciplinary approach. This study uses an approach of a theoretical nature and a bibliographic, documentary and descriptive research as methodological procedure. As a main result, it was verified that the companies ignore the negative environmental and social impacts that their mineral exploration projects lead to the society, because they adopt short-term behavior, without long-term solutions, which reveals the need to rethinking the role of the state, in a new legal framework for mining and the participation of society. Human Rights.El presente trabajo busca ampliar el debate sobre la cuestión mineral en Brasil, valiéndose de una lectura interdisciplinar sobre el tema. Después de los recientes accidentes con represas en Minas Gerais y Pará, se convierte en fuente de reflexión estas estructuras y sus relaciones con el espacio geográfico y las perspectivas temporales. El alcance de este trabajo es analizar los rompimientos de las represas de rechazo bajo la óptica de la Economía Ecológica, dialulando con otras áreas del conocimiento, en un abordaje interdisciplinario. Se utilizó de un abordaje de naturaleza teórica y, como procedimiento metodológico, de investigación bibliográfica, documental y descriptiva. Como principal resultado, se constató que las empresas ignoran los impactos ambientales y sociales negativos que sus proyectos de explotación mineral llevan a la sociedad, por adoptar un comportamiento orientado hacia el corto plazo, sin soluciones a largo plazo, lo que revela la necesidad de si repensar en el papel del Estado, en un nuevo marco legal para la minería y en la participación de la sociedad. Derechos Humanos.O presente trabalho busca ampliar o debate acerca da questão mineral no Brasil, se valendo de uma leitura interdisciplinar sobre o tema. Após os recentes acidentes com barragens em Minas Gerais e Pará, torna-se fonte de reflexão estas estruturas e suas relações com o espaço geográfico e perspectivas temporais. Inicia-se a pesquisa com os normativos jurídicos relativos a segurança destes empreendimentos, analisando criticamente sua estrutura, processo, função e forma. Em seguida, vale-se de pressupostos econômicos, geográficos, ecológicos e físicos, discutindo as falhas do mercado e os problemas relativos ao mainstream econômico que possui uma mania por crescimento (growthmania), desconsiderando os limites planetários. Por fim, retorna-se à questão jurídica, adicionando-se uma análise mais sociológica, valendo-se dos direitos humanos para compreender a forma como as populações são afetadas por estes empreendimentos, em diversas escalas temporais e espaciais.
