Family farming acquisitions and food quality provided in the municipal school network of Catuípe/RS

Resumo: The National School Feeding Programme aims to contribute to school performance, formation of healthy food practices, with food procurement logistics to promote local development with the inclusion of small farmers in this institutional market. The work aimed to verify the relationship of family farming in the supply of food for students of the municipal schools of Catuípe/RS, with the quality of the products acquired from family farmers and whits its repercussions in boosting local development. For the research, of a qualitative nature, documentary analysis was used to report on the quality of food, with emphasis on the municipal public calls for school meals from 2010 to 2019, retrieving information relating to the year, quantity, value and description of the food, which was classified into groups by type and according to the degree of processing. To analyse the relationships between family farming, school feeding and local development, open interviews were used with people involved in the operationalization of the feeding program in local schools. The main results show a higher volume of purchases of fresh and minimally processed foods, which are healthier, provided by family farmers. The others are food processed by family agro-industries, homemade or colonial type, with low use of ultra-processed ingredients and chemical additives. The increased participation of food provided by local farmers and agro-industries for school feeding in recent years indicates potential to contribute to local development from the perspective focused on the principles of food and nutrition security as a counterpoint to conventional agriculture. Sustainable local development.Lo Programa Nacional de Alimentación Escolar (PNAE) tiene por objeto contribuir al rendimiento escolar, a la formación de prácticas alimentarias saludables, con una logística de adquisición de alimentos para promover el desarrollo local mediante la inclusión de los pequeños agricultores en este mercado institucional. El trabajo tiene por objeto verificar la relación de la agricultura familiar en el suministro de alimentos a los alumnos de las escuelas municipales de Catuípe/RS, con la calidad de los productos adquiridos de los agricultores familiares y con su repercusión en la promoción del desarrollo local. Para la investigación, de carácter cualitativo, se utilizó el análisis documental para informar sobre la calidad de los alimentos, con énfasis en las convocatorias públicas municipales de alimentación escolar de 2010 a 2019, recuperando información relativa al año, la cantidad, el valor y la descripción de los alimentos, que se clasificaron en grupos por tipo y según el grado de elaboración. Para analizar las relaciones entre la agricultura familiar, la alimentación escolar y el desarrollo local, se utilizaron entrevistas abiertas con personas que participaban en la puesta en marcha del programa de alimentación en las escuelas locales. Los principales resultados muestran un mayor volumen de compras de alimentos in natura y mínimamente procesados, que son más saludables, proporcionados por los agricultores familiares. Los otros son alimentos procesados por agroindustrias familiares, ya sean caseras o coloniales, con un bajo uso de ingredientes ultraprocesados y aditivos químicos. El aumento de la participación de los alimentos proporcionados por los agricultores y las agroindustrias locales para la alimentación escolar en los últimos años indica las posibilidades de contribuir al desarrollo local desde la perspectiva centrada en los principios de la seguridad alimentaria y nutricional como contrapunto a la agricultura convencional. Para analisar as relações entre agricultura familiar, alimentação escolar e desenvolvimento local foram utilizadas entrevistas abertas com pessoas envolvidas na operacionalização do programa de alimentação nas escolas locais. Os principais resultados evidenciam um volume de compras maior dos alimentos in natura e minimamente processados, que são mais saudáveis, fornecidos por agricultores familiares. Os demais são alimentos processados por agroindústrias familiares, tipo caseiro ou colonial, com baixa utilização de ingredientes ultraprocessados e aditivos químicos. O aumento da participação de alimentos fornecidos por agricultores e agroindústrias familiares locais para a alimentação escolar em anos recentes indica potencial para contribuir no desenvolvimento local na perspectiva centrada nos princípios da segurança alimentar e nutricional como contraponto à agricultura convencional.
