Financing and operationalization of the social assistance public policy parting from the constitutional amendment 95/2016 in the regional of Pato Branco, Paraná

Resumo: The study aim is to analyze the financing and operationalization of social assistance policy parting from the Constitutional Amendment 95 of 2016, related to the municipalities development in the 7th Social Assistance Regional based in Pato Branco, Paraná. The methodology included triangulation of quantitative and qualitative methods, with documentary research and interviews. The sample group consisted of two accountants and six managers from the regional municipalities with the three highest and three lowest Municipal Human Development Indexes. The results indicate that the main problems and challenges related to the financing and operationalization of social assistance parting from the Amendment, and aggravated during the Covid-19 pandemic, concern budget imprecision, resource resources, workforce management, maintenance of physical structure and meeting the population social needs. Historically underfunded, social assistance may present even greater difficulties related to the spending ceiling imposed by the Amendment. Keywords: Public Policy. Social Assistance. Regional Development.El objetivo del estudio es analizar el financiamiento y la operacionalización de la política de asistencia social a partir de la Enmienda Constitucional 95 de 2016, relacionada con el desarrollo de los municipios de la 7ª Regional de Asistencia Social sitiada en Pato Branco, Paraná. La metodología incluyó la triangulación de métodos cuantitativos y cualitativos, con investigación documental y entrevistas. La muestra estuvo conformada por dos contadores y seis gerentes de los municipios de la Regional con los tres Índices Municipales de Desarrollo Humano más altos y los tres más bajos. Los resultados indican que los principales problemas y desafíos relacionados con el financiamiento y la operatividad de la asistencia social a partir de la Enmienda, y agravados durante la pandemia de Covid-19, se relacionan con la imprecisión presupuestaria, la insuficiencia de recursos, la gestión de la fuerza laboral, el mantenimiento de la estructura física y la satisfacción de las necesidades sociales de la población. Históricamente subfinanciada, la asistencia social puede presentar dificultades aún mayores relacionadas con el techo de gasto impuesto por la Enmienda. Palavras clave: Políticas Públicas. Desarrollo Regional.O objetivo do estudo é analisar o financiamento e operacionalização da política de assistência social a partir da Emenda Constitucional 95 de 2016, relacionados ao desenvolvimento dos municípios da 7ª Regional de Assistência Social sediada em Pato Branco, Paraná. A metodologia incluiu a triangulação de métodos quantitativos e qualitativos, com pesquisa documental e entrevistas. O grupo amostral foi constituído por dois contadores e seis gestores dos municípios da Regional com os três maiores e os três menores Índices de Desenvolvimento Humano Municipal. Os resultados indicam que os principais problemas e desafios relacionados ao financiamento e operacionalização da assistência social a partir da Emenda, e agravados durante a pandemia de Covid-19, dizem respeito à imprecisão orçamentária, insuficiência de recursos, gestão da força de trabalho, manutenção da estrutura física e atendimento das necessidades sociais da população. Historicamente subfinanciada, a assistência social pode apresentar dificuldades ainda maiores relacionadas ao teto de gastos imposto pela Emenda. Palavras-chave: Políticas Públicas.
