Risk and disaster resilience indicators: global instruments for extreme events’s confrontation

Resumo: With the increasing occurrence of extreme events in the urban environment, many instruments are emerging to monitor cities' goals and actions for more prepared and resilient communities. This research aims to search for multisectoral indicators created to assist local managers in coping with risks and threats. For this, a bibliometric analysis was performed in order to search and understand the world profile regarding the theme. This analysis was subdivided into five steps: search for keywords in the five main scientific research portals (Capes, Google Scholar, Scielo, Scopus, and Web of Science); definition of the portal with the highest publication numbers; deepening the articles of this portal, filtering and selecting those that meet the research objectives; analysis of results; and elaboration of collaboration networks. As a result, 75 multisector indicators developed and published have been identified, with the Base Resilience Indicator for Communities, the Multi-Risk Method and the Risk Management Index, being the most cited instruments in academia. The main journals chosen by the authors are Natural Hazards and the International Journal of Disaster Risk Reduction. In addition, the largest international cooperation for the creation of indicators is concentrated in the United States, Spain and the United Kingdom. The 75 multisectoral indicators published so far have their own profiles and characteristics that can serve as a basis for new instruments, adapting them to meet the particularities of each region. Regional Development.Con el aumento en la ocurrencia de eventos extremos en el entorno urbano, están surgiendo muchos instrumentos para monitorear los objetivos y acciones de las ciudades en busca de comunidades más preparadas y resistentes. Esta investigación tiene como objetivo buscar indicadores multisectoriales creados con el propósito de ayudar a los gerentes locales a enfrentar riesgos y amenazas. Para esto, se realizó un análisis bibliométrico para buscar y comprender el perfil mundial del tema. Este análisis se subdividió en cinco etapas: búsqueda de palabras clave en los cinco principales portales de investigación científica (Capes, Google Scholar, Scielo, Scopus y Web of Science); definición del portal con los números de publicación más altos; profundizar los artículos en este portal, filtrar y seleccionar aquellos que cumplan con los objetivos de la investigación; análisis de resultados; y desarrollo de redes de colaboración. Como resultado, se han identificado 75 indicadores multisectoriales desarrollados y publicados, donde el Indicador de resiliencia basado en la comunidad, el Método multirriesgo y el Índice de gestión de riesgos son los instrumentos más citados en la academia. Las principales revistas elegidas por los autores son Natural Hazards y International Journal of Disaster Risk Reduction. Además, la mayor cooperación internacional para la creación de indicadores se concentra en los Estados Unidos, España y el Reino Unido. Los 75 indicadores multisectoriales publicados hasta el momento tienen sus propios perfiles y características que pueden servir como base para nuevos instrumentos, adaptándolos para satisfacer las particularidades de cada región. A presente pesquisa teve o objetivo de buscar por indicadores multissetoriais criados com a finalidade de auxiliar os gestores locais no enfrentamento dos riscos e ameaças. Para isto, foi realizada uma análise bibliométrica, a fim de buscar e compreender o perfil mundial quanto a temática. Como resultado, tem-se a identificação de 75 indicadores multisetoriais desenvolvidos e publicados, onde o Indicador de Resiliência de Base para Comunidades, o Método Multirrisco e o Índice de Gestão de Risco, são os instrumentos mais citados no meio acadêmico. Os principais periódicos escolhidos pelos autores são o Natural Hazards e o International Journal of Disaster Risk Reduction. Além disso, as maiores cooperações internacionais para a criação dos indicadores se concentram nos Estados Unidos, Espanha e Reino Unido. Os 75 indicadores multisetoriais publicados até o momento apresentam perfis e características próprias que podem servir de base para novos instrumentos, adaptando-os para o atendimento das particularidades de cada região.
