Analysis of employment dynamics in the tourist regions of Paraná: an approach by the shift-share method

Resumo: The tourism sector has established itself as an important economic activity, being able to foster the generation of employment, income and development. For decades, the country has been seeking to decentralize actions in the sector, whose focus is on regionalization. Therefore, this study aimed to analyze the dynamics of formal employment in the 14 tourist regions of the state of Paraná, considering their structural and differential components, in the period from 2013 to 2019. Thus, the shift-share method was adopted as a methodological procedure. The results showed a low dynamism from the perspective of employment growth, and in four regions there was a retraction in the net change in employment in the period. In addition, tourist regions that are not specialized in the tourism were found, and in half of them, the presence of locational advantages was not even verified. Keywords: Tourism. Employment. Desde hace décadas el país busca descentralizar acciones en el sector, cuyo foco está en la regionalización. Por lo tanto, este estudio tuvo como objetivo analizar la dinámica del empleo formal en las 14 regiones turísticas del estado del Paraná, considerando sus componentes estructurales y diferenciales, en el período de 2013 a 2019. Así, se adoptó el método shift-share como procedimiento metodológico. Los resultados mostraron un bajo dinamismo desde la perspectiva del crecimiento del empleo, y en cuatro regiones hubo una retracción en la variación neta del empleo en el período. Además, se encontraron regiones turísticas que no están especializadas en el turismo, y en la mitad de ellas ni siquiera se verificó la presencia de ventajas de ubicación. Palavras clave: Turismo. Há décadas o país vem buscando decentralizar as ações no setor, cujo foco maior se encontra na regionalização. Diante disso, esse estudo teve por objetivo analisar a dinâmica do emprego formal nas 14 regiões turísticas do estado do Paraná, considerando seus componentes estruturais e diferenciais, no período de 2013 a 2019. Com isso, adotou-se como procedimento metodológico o método shift-share. Os resultados evidenciaram um baixo dinamismo sob o enfoque do crescimento do emprego, sendo que em quatro regiões houve retração na variação líquida de empregos no período. Além disso, constatou-se regiões turísticas que não se encontram especializadas no turismo, sendo que, em metade delas, sequer foi verificada a presença de vantagens locacionais.
