Social assistance financing: advances and threats to the public policy of social inclusion

Resumo: The financing of public policy on Social Assistance in Brazil has a historical trajectory from the Brazilian Legion of Assistance (LBA) to the post-Constitution of the Federative Republic of Brazil in 1988, in which there is no evidence of a legally guaranteed minimum percentage for its financing, configuring a vulnerability of this social policy. The article aims to reflect on this path, seeking to present legislation consistent with its funding and point out the claims that occurred in municipal conferences. The study was articulated by the development of documentary research in the municipalities of Palmas/PR and Canoinhas/SC, in relation to the SUAS structure and budget. Among the results, it appears that basic social protection is underway, however, in Palmas-PR there is a need to expand the high complexity. It is concluded that the sustainability of social assistance is one of the factors that suffers from legal evasion and that the lack of definition of minimum values leads to oscillation in each budget. Financing.El financiamiento de la política pública de Asistencia Social en Brasil tiene una trayectoria histórica desde la Legión Brasileña de Asistencia (LBA) hasta la post-Constitución de la República Federativa de Brasil en 1988, en la que no hay evidencia de un porcentaje mínimo legalmente garantizado para su financiamiento, configurando una vulnerabilidad de esta política social. El artículo pretende reflexionar sobre este camino, buscando presentar la legislación de acuerdo con su financiamiento y señalar los reclamos ocurridos en los congresos municipales. El estudio se articuló con el desarrollo de la investigación documental en los municipios de Palmas/PR y Canoinhas/SC, en relación a la estructura y presupuesto del SUAS. Entre los resultados, parece que la protección social básica está en marcha, sin embargo, en Palmas-PR, existe la necesidad de ampliar la alta complejidad. Se concluye que la sostenibilidad de la asistencia social es uno de los factores que sufre de evasión legal y que la falta de definición de valores mínimos conduce a la oscilación en cada presupuesto. O artigo objetiva refletir sobre este percurso, buscando apresentar a legislação condizente ao seu financiamento e apontar as reivindicações que ocorreram nas conferências municipais. O estudo articulou-se pelo desenvolvimento da pesquisa documental nos municípios de Palmas/PR e Canoinhas/SC, em relação a estrutura e orçamento do SUAS. Entre os resultados constata-se que a proteção social básica se encontra em curso, no entanto, em Palmas-PR há necessidade de ampliação da alta complexidade. Conclui-se que a sustentabilidade da assistência social é um dos fatores que sofre de um esquivamento legal e que a indefinição de valores mínimos, leva à oscilação a cada orçamento.
