The field of Urban and Regional Planning and Demography in the context of brazilian postgraduation: recent advances and challenges

Resumo: The National Postgraduate System (SNPG) has grown significantly since the late nineteen nineties. Of the diverse fields that make up the SNPG, one that has expanded most has been Urban and Regional Planning and Demography (URPD). The purpose of this article is to analyze this growth process of the field of URPD, considering the expanding number of postgraduate programs, characteristics of the faculty members and graduates within the general context of the evolving budget of the Coordination for the Improvement of Higher Education Personnel (CAPES). The data used are public and provided by CAPES itself, regarding previous evaluations, containing spreadsheets with average indicators of CAPES assessment areas. To accomplish this task, the descriptive method was used, using quantitative data from the evaluation process of postgraduate programs conducted by CAPES. The four-year period ranging from 2013 to 2016 is discussed in detail. The main conclusions point to the dilemma faced by the SNPG, in terms of the continuity of expansion and the regional disparity in the location of the programs. The context has become even more challenging due to the sudden cut in the CAPES budget, especially from 2015 onwards, which makes it difficult to consolidate many programs that still need significant resources to be structured. Entre las diversas áreas que componen el SNPG, una de las que más se expandió fue Planificación Urbana y Regional y Demografía (PLURD). El objetivo de este artículo es analizar este proceso de crecimiento del área PLURD, considerando la ampliación del número de programas de posgrado, características de los docentes y egresados, en el contexto general de la evolución del presupuesto de la Coordinación para el Perfeccionamiento. de Personal de Educación Superior (CAPES). Los datos utilizados son públicos, provenientes de la propia Capes, referentes a evaluaciones anteriores, que contienen planillas con indicadores promedio de las áreas de evaluación de la CAPES. Para cumplir con esta tarea, se utilizó el método descriptivo, utilizando datos cuantitativos del proceso de evaluación de programas de posgrado realizado por la CAPES. Se analiza en detalle el cuatrienio 2013-2016. Las principales conclusiones apuntan al dilema que enfrenta la SNPG, en cuanto a la continuidad de la expansión y la disparidad regional en la ubicación de los programas. El contexto se vuelve aún más desafiante debido a la repentina caída del presupuesto de la CAPES, especialmente a partir de 2015, lo que dificulta la consolidación de muchos programas que aún necesitan recursos significativos para estructurarse. Dentre as diversas áreas que compõe SNPG, uma das que mais se expandiu foi a de Planejamento Urbano e Regional e Demografia (PLURD). O objetivo desse artigo é analisar essa expansão, considerando a expansão do número de programas de pós-graduação, características do corpo docente e dos egressos, dentro do contexto geral da evolução do orçamento da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (CAPES). Os dados utilizados são públicos, oriundo da própria Capes, referentes a avaliações anteriores, contendo planilhas com indicadores médios das áreas de avaliação da CAPES. Para dar conta dessa tarefa foi empregado o método descritivo, com a utilização de dados quantitativos do processo de avaliação dos programas de pós-graduação realizado pela CAPES.  Aborda-se com detalhamento o quadriênio 2013-2016. As principais conclusões apontam para o dilema enfrentado pelo SNPG, em termos da continuidade da expansão e da disparidade regional na localização dos programas. O contexto torna-se ainda mais desafiador por conta da queda brusca do orçamento da CAPES especialmente a partir de 2015, que dificulta a consolidação de muitos programas que ainda necessitam de recursos significativos para se estruturarem.
