Public policy and its relations with regional development and competitiveness: analysis of the catarinense apparel and accessories industry

Resumo: This paper analyzes socioeconomic characteristics of the catarinense apparel and accessories industry, and the main influential public policies in the period of 2001-2015. Public policies provide development at the national, regional and local levels, as well as in the operational environment of firms.  In this sense, combining government actions to the competitive environment is a way to contribute and influence employment and income levels. In this perspective, the literature considers that relationships between firm-environment are interdependent, with mutual influences between each of them. Thus, the State has an important contributory role to regional and competitive development of firms. Through deductive and historical methods, this study describes and analyzes the sector’s main socioeconomics data. The study will also explore secondary data through a quantitative approach and employs, as a research strategy, document analysis and content analysis as a research technique. Based on these considerations, this work brings together a wide range of socioeconomic sector data, evaluates its main clusters in Brazil, refines business transactions, and identifies the major public policies related to regional development. The results show an industry expansion, based on small businesses, with increasing value of production and revenue. The funding sources are mainly federal, showing a vertical alignment between governments. The Santa Catarina cluster is representative of the national level and hold a trade balance positive is persistent. Keywords: Firm-government relations. Socioeconomic analysis. Sectoral clusters. Regional Development.Este trabalho analisa características socioeconômicas do setor de confecção de artigos do vestuário e acessórios catarinense, bem como as principais políticas públicas influentes no período 2001-2015. Políticas públicas propiciam desenvolvimento nos âmbitos nacional, regional e local, com efeitos ao ambiente operacional das firmas. Nesse sentido, aliar ações governamentais ao ambiente competitivo é uma maneira de contribuir e influenciar níveis de emprego e renda. Nesta perspectiva, a literatura entende que relações entre firma-ambiente são interdependentes, com influências mútuas entre si. Deste modo, o Estado possui importante papel contributivo ao desenvolvimento regional e competitivo das firmas. Por meio dos métodos dedutivo e histórico, este estudo descreve e analisa os principais dados socioeconômicos do setor. Explora dados secundários por intermédio de uma abordagem quantitativa e emprega, como estratégia de pesquisa, análise documental e como técnica de pesquisa a análise de conteúdo. Com base nestas considerações, este trabalho reúne amplo conjunto de dados socioeconômicos do setor; avalia os seus principais clusters no Brasil; apura transações comerciais; e identifica as principais políticas públicas relacionadas ao desenvolvimento regional. Os resultados demonstram um setor em expansão, baseado em microempresas, com valores crescentes de produção e receitas. As fontes de fomento são principalmente federais, demonstrando um alinhamento vertical entre governos. O cluster catarinense é representativo em nível nacional e possui saldo na balança comercial positivo e persistente.   Palavras-chave: Relações firma-governo. Análise socioeconômica.
