Logistical barriers to Brazilian agricultural development in the light of the New Institutional Economy

Resumo: This article aims to study the logistical barriers to the flow of Brazilian agricultural production and how they restrict the natural and technological potential of the segment in the country. The analysis of these weaknesses took place through the structure of governance and the influence of institutions, based on the New Institutional Economy (NEI) based on a qualitative methodological approach of deductive-inductive argument. As a result, the existence of transaction costs, in the dimensions of Williamson (1985), stands out due to the institutional weaknesses raised, such as a scrapped and disjointed transport network between its modes; overuse of the road modal; bureaucratization of the sector and lack of technical, legal and organizational order in the segment that makes production flow logistics a bottleneck to national competitiveness in the agricultural sector.

El análisis de estas debilidades se realizó a través de la estructura de gobernanza y la influencia de las instituciones, con base en la Nueva Economía Institucional (NEI) desde un enfoque metodológico cualitativo de argumento deductivo-inductivo. Como resultado, se destaca la existencia de costos de transacción, en las dimensiones de Williamson (1985), como resultado de las debilidades institucionales planteadas, como una red de transporte desguazada y desarticulada entre sus modos; uso excesivo del modal vial; la burocratización del sector y la ausencia de ordenamiento técnico, legal y organizativo en el segmento, lo que hace de la logística del flujo de producción un cuello de botella para la competitividad nacional en el sector agropecuario.  RESUMO: Objetivou-se estudar os entraves logísticos para o escoamento da produção agropecuária brasileira e, como estes restringem às potencialidades naturais e tecnológicas do segmento no país. A análise destas fragilidades se deu por intermédio da estrutura da governança e da influência das instituições, com base na Nova Economia Institucional (NEI) a partir de uma abordagem metodológica qualitativa de argumento dedutivo-indutivo. Como resultado, destaca-se a existência de custos de transação, nas dimensões de Williamson (1985) em decorrência das fragilidades institucionais levantadas, tais como uma rede de transportes sucateada e desarticulada entre seus modais; uso demasiado do modal rodoviário; burocratização do setor e ausência de ordenamento técnico, legal e organizacional no segmento que torna a logística de escoamento da produção como um gargalo à competitividade nacional no setor agropecuário.
