Internationalization of posgraduation in Brazil: the CAPES-PrInt Program (2018-2022)

Resumo: The article analyzes postgraduate internationalization policies focusing on the Institutional Internationalization Program – CAPES-PrInt Program. Its assumptions are that the Program is a Capes induction strategy, in a context of fiscal adjustment policies and the approximation of some Brazilian universities to the concept of World Class University spread by the WTO and the World Bank. That’s an exploratory study in which the following procedures were carried out: a bibliographic review, an analysis of documents relevant to the creation of the Capes Print Program and data regarding the international mobility provided by the program between the years 2018 and 2022. The study concludes that the Print Program is highly selective, insofar as it benefits the most highly regarded Programs of the National Postgraduate System in the country, increasing regional asymmetries, not meeting, therefore, the demands for internationalization of Brazilian postgraduate courses as a whole.

Tiene como presupuestos que el programa es una estrategia de inducción de la Capes, en un contexto de las políticas de ajuste fiscal y de aproximación de algunas universidades brasileñas al concepto de Universidad de Clase Mundial difundida por la OMC y Banco Mundial. Se trata de un estudio exploratorio a lo cual se realizó los siguientes procedimientos metodológicos: revisión bibliográfica, análisis de los documentos pertinentes a las becas concedidas y a los recursos invertidos en los años de 2018 y 2022. El estudio concluye que el Programa Print es altamente selectivo, beneficia los programas mejor conceptuados del Sistema Nacional de posgrado del país, aumentando cada vez más las asimetrías regionales, no cumpliendo, por lo tanto, con las demandas de internacionalización del posgrado brasileño en su conjunto....O artigo analisa as políticas de internacionalização da pós-graduação com foco no Programa Institucional de Internacionalização – Programa CAPES-PrInt. Tem como pressuposto que o Programa é uma estratégia de indução da Capes, em um contexto de políticas de ajuste fiscal e de aproximação de algumas universidades brasileiras ao conceito de Universidade de Classe Mundial, difundido ela OMC e Banco Mundial. Trata-se de um estudo exploratório no qual se realizou os seguintes procedimentos metodológicos: revisão bibliográfica; análise de documentos pertinentes à criação do Programa Capes Print; e dados referentes às bolsas concedidas e aos recursos investidos nos anos de 2018 e 2022. O estudo conclui que o Programa Print é altamente seletivo; beneficia os Programas mais bem-conceituados do Sistema Nacional de Pós-graduação do país, aumentando, cada vez mais, as assimetrias regionais.
