Analysis of Scientific Production on Innovation Policy: a schumpeterian perspective of innovation

Resumo: Innovation is a powerful driver of the evolution of firms and society. Innovation policy encourages people and firms to effectively carry out innovative activities. Thus, the objective of the article is to map the theoretical foundation that scientific research has used to study innovation and innovation policies. To this end, a bibliographical review on innovation from Schumpeter's perspective was presented, as well as some concepts on innovation and industrial policies. Furthermore, using the Scopus database, research was carried out on the topic “innovation policy”. To present the results, three graphs were constructed to assist in the analysis, and two figures of bibliometric networks, using the VOSviewer software. After analyzing the 39 articles, it was concluded that 15,38% presented the Schumpeterian theory as a basis, and 58,97% used theories that originated from their thinking (evolutionary and neo-Schumpeterian school). This article showed that Schumpeter left a contribution to the study of innovation and innovation policy, with his theory, with new schools, and with new thinkers (new elements and foundations), so that this set of contributions strengthens the creation, diffusion, implementing and carrying out actions aimed at the industrial and innovative process, and the development of organizations and society.

A política de inovação incentiva as pessoas e firmas a efetivamente realizarem atividades inovativas. Assim, o objetivo do artigo é mapear a fundamentação teórica que as pesquisas científicas têm utilizado para estudar inovação e políticas de inovação. Para isso, foi apresentado a revisão bibliográfica sobre inovação a partir da visão de Schumpeter, e algumas concepções sobre políticas de inovação e industrial. Além disso, utilizando o banco de dados Scopus, realizou-se uma pesquisa sobre o tema “política de inovação”. Para apresentação dos resultados, foram construídos três gráficos para auxiliar na análise, e duas figuras de redes bibliométricas, com uso do software VOSviewer. Após análise dos 39 artigos, concluiu-se que 15,38% apresentaram a teoria schumpeteriana como fundamentação, e 58,97% utilizaram de teorias que originaram do seu pensamento (escola evolucionária e neoschumpeteriana).
