Qualification of labor and public policy in Brazil: progress and backward concept

Resumo: This paper aims to examine the concept of qualification and its expression in the proposed Brazilian public policy education in the 1990s For this, discusses the evolution of the qualification studies and introduces the concept of qualification under multiple dimensions such as social construction . Shows that despite the theoretical and conceptual progress, the qualification needed to be better explained, because within the Brazilian government proposed qualifying post-1995, based on the concepts of competence and employability, there was a return to restricted to the workplace initial design and elementary the worker. Moreover, this way of defining the qualification gives it a function of sanctioning mechanism and maintainer of exclusive Brazilian economic policy, by unemployment and precariousness.

Este trabalho tem por objetivo analisar o conceito de qualificação e sua expressão na proposta de política pública brasileira de educação profissional nos anos 1990. Para isso, parte da evolução dos estudos da qualificação e apresenta o conceito de qualificação sob suas múltiplas dimensões, como construção social. Mostra que apesar do progresso teóricoconceitual, a qualificação precisava ser melhor explicitada, pois no âmbito da proposta pública brasileira de qualificação pós-1995, alicerçada nos conceitos da competência e empregabilidade, percebe-se um retrocesso à concepção elementar inicial restrita ao posto de trabalho e ao trabalhador.
