Resumo: It is with great pleasure that we continue our work and present to the reader another publication from Revista Aurora. The Dossier Section of this issue presents the intriguing theme “Public Policies: social and political disputes during the pandemic” which is structured around the following works: a) “Intergovernmental lack of coordination during the covid-19 pandemic in Brazil: the case of postponement of the National High School Examination (ENEM)”, by Márcio Pozzer (USP) and Roberta Neuhold (USP), which discusses the gaps in current management in Brazilian education and the impacts of the pandemic on the intensification of educational inequalities in the country; b) “The housing issue in Brazil: some sociological aspects”, by Janaina de Abreu (UNESP), which offers a sociological theory approach to the problem of lack of housing; c) “¿Kuns Manq' Apxa?: the experiences and social strategies of Bolivian Andean indigenous populations in the face of covid-19”, by Roger Mayta (UFG) and Chryslen Gonçalves (UNICAMP), which highlights the social experiences of Bolivian Andean populations in the context of the pandemic; d) “The correlation between the lack of housing and the homeless population in the context of the pandemic: an analysis of the social rental program in Araraquara/SP”, by José Cagnin (UNESP), which analyzes the social housing program in city of Araraquara, in the interior of São Paulo; e) “Neoliberalism and public universities: reflections on the devaluation of public higher education”, by Fernanda Godim (UNIOESTE) and Rafaela Johann (UNIOESTE), who analyze the recent cuts in public investments in public higher education; f) “Effects of freezing spending for 20 years on social security, in particular, on the social protection action implemented by the Bolsa Família program”, by Maria José da Silva (UFRPE), Raquel Uchoa (UFRPE) and Laura Arrazola (UFRPE) , which discuss the impacts of the “spending ceiling”, approved in 2017, on social policies, such as family grants; g) “Theories of elites and analyzes of public policies: parallels and approximations”, by Cristiano Duarte (UNESP), which makes a theoretical comparison between two distinct matrices. Finally, in line with the excellent dossier we published, we have the review by Anna Kristyna Araújo da Silva (UFPB), with an analysis of Achille Mbembe's book, “Necropolitics”, São Paulo, N-1 Edições, 2018.

La Sección Dossier de este número presenta el intrigante tema “Políticas públicas: disputas sociales y políticas durante la pandemia” que se estructura en torno a los siguientes trabajos: a) “Descoordinación intergubernamental durante la pandemia de covid-19 en Brasil: el caso de la postergación del Examen Nacional de Enseñanza Media (ENEM)”, de Márcio Pozzer (USP) y Roberta Neuhold (USP), que analiza las brechas en la gestión actual de la educación brasileña y los impactos de la pandemia en la intensificación de las desigualdades educativas en el país; b) “La cuestión de la vivienda en Brasil: algunos aspectos sociológicos”, de Janaina de Abreu (UNESP), que ofrece una aproximación teórica sociológica al problema de la falta de vivienda; c) “¿Kuns Manq' Apxa?: las experiencias y estrategias sociales de los pueblos indígenas andinos bolivianos frente al covid-19”, de Roger Mayta (UFG) y Chryslen Gonçalves (UNICAMP), que destaca las experiencias sociales de los pueblos andinos bolivianos. poblaciones en el contexto de la pandemia; d) “La correlación entre la falta de vivienda y la población sin hogar en el contexto de la pandemia: un análisis del programa de alquiler social en Araraquara/SP”, de José Cagnin (UNESP), que analiza el programa de vivienda social en la ciudad ​​de Araraquara, en el interior de São Paulo; e) “Neoliberalismo y universidades públicas: reflexiones sobre la devaluación de la educación superior pública”, de Fernanda Godim (UNIOESTE) y Rafaela Johann (UNIOESTE), quienes analizan los recientes recortes en las inversiones públicas en la educación superior pública; f) “Efectos del congelamiento del gasto por 20 años en seguridad social, en particular, en la acción de protección social implementada por el programa Bolsa Família”, por Maria José da Silva (UFRPE), Raquel Uchoa (UFRPE) y Laura Arrazola (UFRPE) , que discuten los impactos del “techo de gasto”, aprobado en 2017, en las políticas sociales, como las subvenciones familiares; g) “Teorías de las élites y análisis de políticas públicas: paralelos y aproximaciones”, de Cristiano Duarte (UNESP), que hace una comparación teórica entre dos matrices distintas. Finalmente, en línea con el excelente dossier que publicamos, tenemos la reseña de Anna Kristyna Araújo da Silva (UFPB), con análisis del libro de Achille Mbembe, “Necropolítica”, São Paulo, N-1 Edições, 2018.É com imenso prazer que damos sequência aos nossos trabalhos e apresentamos ao leitor mais uma publicação da Revista Aurora. A Seção Dossiê deste número apresenta a instigante temática “Políticas Públicas: disputas sociais e políticas durante a pandemia” que se estrutura a partir dos seguintes trabalhos: a) “A descoordenação intergovernamental durante a pandemia da covid-19 no Brasil: o caso do adiamento do Exame Nacional do Ensino Médio (ENEM)”, de Márcio Pozzer (USP) e Roberta Neuhold (USP), que discute os descompassos da atual gestão na educação brasileira e os impactos da pandemia no acirramentos das desigualdades educacionais no país; b) “A questão da habitação no Brasil: alguns aspectos sociológicos”, de Janaina de Abreu (UNESP), que oferece uma abordagem da teoria sociológica para o problema a falta de habitação; c) “¿Kuns Manq’ Apxa?: as experiências e estratégias sociais das populações indígenas andinas bolivianas em face da covid-19”, de Roger Mayta (UFG) e Chryslen Gonçalves (UNICAMP), que destaca as experiências sociais das populações andinas bolivianas no contexto da pandemia; d) “A correlação entre a falta de moradia e a população em situação de rua no contexto da pandemia: uma análise do programa de locação social de Araraquara/SP”, de José Cagnin (UNESP), que analisa o programa social de habitação na cidade de Araraquara, no interior de São Paulo; e) “Neoliberalismo e universidade pública: reflexões acerca da desvalorização do ensino superior público”, de Fernanda Godim (UNIOESTE) e Rafaela Johann (UNIOESTE), que analisam os recentes cortes nos investimentos públicos no ensino público superior; f) “Efeitos do congelamento de gastos por 20 ano na seguridade social, em particular, na ação de proteção social efetivada pelo programa bolsa família”, de Maria José da Silva (UFRPE), Raquel Uchoa (UFRPE) e Laura Arrazola (UFRPE), que discutem os impactos do “teto de gastos”, aprovado em 2017, nas políticas sociais, como bolsa família; g) “Teorias das elites e análises de políticas públicas: paralelismos e aproximações”, de Cristiano Duarte (UNESP), que faz uma comparação teórica entre duas matrizes distintas.
