The Public Hearings of the Multi-Year Plan of Government Action of Minas Gerais: an Analysis of Adaptations in the Context of the Covid-19 Pandemic

Resumo: This paper aims to analyze the adaptations that occurred in the process of popular participation in the Public Hearings of the PPAG in Minas Gerais in 2020 due to the context of the Covid-19 pandemic. For this, a descriptive research was carried out, using the case study as a strategy. Public hearings in the years 2019 and 2020 were analyzed, the first year outside the pandemic context and the second within this context, both contained in the PPAG 2020-2023 cycle. It was possible to describe the functioning of Public Hearings and compare their scope. Thus, there was a decrease in the number of participants and entities represented, comparing 2019 and 2020. In total, the number of suggestions received also decreased. However, when comparing the number of participants with the number of suggestions received, it can be seen that they were more active in 2020, with an average of 1.41 suggestions per participant against 0.47 suggestions in the previous year. Regarding the number of interventions generated by these suggestions, the trend is similar. These results demonstrate that despite the reduction in the total number of participants and entities in the participation process, there was greater effectiveness, with a greater number of suggestions and a greater number of interventions in the budget instruments per person.

Para ello, se realizó una investigación descriptiva, utilizando el estudio de caso como estrategia. Se analizaron las audiencias públicas de los años 2019 y 2020, el primer año fuera del contexto pandémico y el segundo dentro de este contexto, ambos contenidos en el ciclo PPAG 2020-2023. Fue posible describir el funcionamiento de las Audiencias Públicas y comparar su alcance. Así, hubo una disminución en el número de participantes y entidades representadas, comparando 2019 y 2020. En total, también disminuyó el número de sugerencias recibidas. Sin embargo, al comparar el número de participantes con el número de sugerencias recibidas, se puede observar que fueron más activos en 2020, con una media de 1,41 sugerencias por participante frente a 0,47 sugerencias en el año anterior. En cuanto al número de intervenciones generadas por estas sugerencias, la tendencia es similar. Estos resultados demuestran que a pesar de la reducción en el número total de participantes y entidades en el proceso de participación, hubo mayor efectividad, con un mayor número de sugerencias y un mayor número de intervenciones en los instrumentos presupuestarios por persona.O objetivo geral do artigo é analisar as adaptações que ocorreram no processo de participação popular nas Audiências Públicas do PPAG de Minas Gerais no ano de 2020 devido ao contexto da pandemia Covid-19. Para isso, realizou-se uma pesquisa descritiva, utilizando como estratégia o estudo de caso. Analisou-se as audiências públicas nos anos de 2019 e 2020, sendo o primeiro ano fora do contexto pandêmico e o segundo dentro desse contexto, ambos contidos no ciclo do PPAG 2020-2023. Foi possível descrever o funcionamento das Audiências Públicas e comparar o alcance. Assim, houve diminuição do número de participantes e entidades representadas comparando 2019 e 2020. No total, o número de sugestões recebidas também diminuiu. Contudo, ao comparar o número de participantes com o número de sugestões recebidas, percebe-se que eles foram mais atuantes em 2020, tendo uma média de 1,41 sugestões por participante contra 0,47 sugestões do ano anterior. Em relação ao número de intervenções geradas por essas sugestões, a tendência é a parecida.
