Resumo: This article intends to inquire how the Câmara dos Deputados has discussed the reform of the Judicial institutions, during the second term of Fernando Henrique Cardoso presidency, taking as a parameter the constitutional design conceived by the constituents back in 1986. Taking to account that the professionals of Law compose a sector well organized, the meanings of the reform were very controversial. This fact originated a great difficult in the process of constitutional reform.
