Between dams and Civil Defense in Brazil: a history of the recent institutionalization of attention to socio-environmental risks

Resumo: The institutionalization of prevention and defense against techno-disasters in Brazil is analyzed, with attention to the historical displacement of civil defense between 1970 and 2010. The notion is linked to the perception of the role that development has played in the great Brazilian acceleration since the 1950s, considering raw strength technology as a category of analysis for an interpretation. The emergence of “risky” landscapes is also linked to the prospect of a state that controls natural resources, and which, throughout the 20th century, began to spare no effort to build instruments and perceptions (laws, bureaucratic devices) that were supported by the idea of governing the technique over resources. For this, we work with the reading of legislative and technical documents. From them, we make a documentary analysis, being mindful, also, of the discourse, in the light of the comparison with a broader discussion about risk society.

El surgimiento de paisajes “de riesgo” también está ligado a la perspectiva de un Estado controlador de los recursos naturales que, a lo largo del siglo XX, se esforzó en construir instrumentos y percepciones (leyes, aparatos burocráticos) que se sustentaban en la idea de gobierno de la técnica sobre los recursos. Para ello, trabajamos con la lectura de documentos legislativos y técnicos. A partir de ellos, tejemos un análisis documental, cuidando de prestar atención también a los discursos, a la luz de la comparación con una discusión más amplia sobre la sociedad del riesgo.Analisa-se a institucionalização da prevenção e defesa contra tecnodesastres no Brasil, com atenção ao deslocamento histórico da defesa civil entre os anos 1970 e 2010. A leitura está ligada à percepção do papel que o desenvolvimento exerceu na grande aceleração brasileira desde os anos 1950, considerando a tecnologia de força bruta como categoria de análise para a interpretação. A emergência de paisagens “arriscadas” também está atrelada à perspectiva de um estado controlador de recursos naturais, e que passou, ao longo do século XX, a não medir esforços para a construção de instrumentos e percepções (leis, aparelhos burocráticos) que se ampararam na ideia de governo da técnica sobre recursos. Para isso, trabalhamos com a leitura de documentos legislativos e técnicos.
