Intra-ministerial changes and coalition management: Brazil, 1990-2014

Resumo: | This paper analyzes the changes in the internal structure of the departments of the Brazilian Executive Branch between 1990 and 2014. The general argument is that in coalition presidentialism, the president positions himself in a complex delegation network in which he faces several agency costs and, to deal with this, relies on a toolbox. The literature points to some of these tools; however, administrative power, related to the structural dimension of the departments, has remained underexplored. In this sense, the article aims to contribute to this debate by answering the following question: what factors influenced the structural changes in the departments of the Brazilian executive in the years 1990 to 2014? In other words, is administrative power a resource used by the president to deal with agency costs stemming from her relationship to coalition parties? What other factors might influence the president's decision to use such power? This longitudinal study is explanatory and takes a quantitative approach. The results show that the president cautiously uses his administrative power of agency design to strengthen the structures of the most salient departments to his agenda and of the more institutionalized departments. |

El argumento general es que, en el presidencialismo de coalición, el presidente se posiciona en una compleja red de delegación donde enfrenta diversos costos de agencia y, para manejarlo, dispone de una caja de herramientas a utilizar. La literatura apunta a algunas de esas herramientas, pero poco se explora el poder administrativo, relacionado a la dimensión estructural de los ministerios. En este sentido, el artículo pretende contribuir con ese debate al abordar la siguiente cuestión: ¿qué factores influenciaron los cambios estructurales en los ministerios del Ejecutivo brasileño en los años 1990 y 2014? En otras palabras, ¿el poder administrativo es un recurso utilizado por el presidente para hacer frente a los costos de agencia derivados de su relación con los partidos de la coalición? ¿En caso contrario, cuáles otros factores pueden influir en la decisión del presidente para utilizar tal poder? El estudio longitudinal es de carácter explicativo y utiliza un abordaje cuantitativo de investigación. Los resultados mostraron que el presidente utiliza con cautela su poder administrativo de rediseño ministerial, fortaleciendo las estructuras de los ministerios más sobresalientes para su agenda y los ministerios más institucionalizados. Este artigo analisa as mudanças na estrutura interna dos ministérios no Poder Executivo brasileiro entre os anos de 1990 e 2014. O argumento geral é de que, no presidencialismo de coalizão, o presidente se posiciona em uma complexa rede de delegação em que enfrenta diversos custos de agência e, para lidar com isso, dispõe de uma caixa de ferramentas a serem usadas. A literatura aponta para algumas dessas ferramentas, porém, pouco explora o poder administrativo, relacionado à dimensão estrutural dos ministérios. Nesse sentido, o artigo visa contribuir com esse debate ao endereçar a seguinte questão: quais fatores influenciaram as mudanças estruturais nos ministérios do Executivo brasileiro nos anos de 1990 a 2014? Em outras palavras, o poder administrativo é um recurso empregado pelo presidente para lidar com os custos de agência decorrentes de sua relação com os partidos da coalizão? Caso contrário, quais outros fatores podem influenciar a decisão do presidente para utilizar tal poder? O estudo longitudinal é de caráter explicativo e adota uma abordagem quantitativa de pesquisa.
