Socio-State Interactions: mutual constitution of civil society and the state sphere

Resumo: Since the 1990s, various efforts have been made to analyze interfaces between social organizations and the institutional sphere. The establishment of the field of “socio-state interactions” can be seen recently in Brazil. Although there is no unified approach in this field, its contributions have shed light on border approaches, advancing theoretical, methodological, and empirical analyses about the involvement of social movements in public policy. Seeking a relational approach to emphasize the mutual constitution of the societal and state spheres, I reviewed the concept of civil society in the Habermas’ tradition, to highlight three critical aspects: the denial of the political (depoliticization); optimism (a normative association between civil society and democracy); and relationism. The reflections reinforce the analytical limitations of the concept and highlight the importance of mutual constitution to the analysis of socio-state interactions

En Brasil, recientemente se ha observado la estructuración del campo de las “interacciones socioestatales”. Aunque no se configure como un abordaje unificado, sus contribuciones han puesto en cuestión los abordajes fronterizos, haciendo avanzar las reflexiones teóricas, metodológicas y los análisis empíricos sobre la participación de los movimientos sociales en las políticas públicas. Insertándome en esta temática y buscando un abordaje relacional para subrayar la constitución mutua entre las esferas sociales y estatales, revisé el concepto de sociedad civil en la tradición habermasiana para destacar tres aspectos críticos, a saber: negación de lo político (despolitización); optimismo (asociación normativa entre sociedad civil y democracia); relacionismo. Las reflexiones refuerzan las limitaciones analíticas del concepto y destacan la importancia de la mutua constitución para el análisis de las interacciones socio-estatales.Desde os anos 1990 é possível verificar diferentes esforços voltados à análise das interfaces entre as organizações societárias e a esfera institucional. No Brasil, recentemente se observou a estruturação do campo das interações socioestatais. Embora não configure uma abordagem unificada, suas contribuições têm colocado em questão abordagens fronteiriças, fazendo avançar reflexões teóricas, metodológicas e análises empíricas sobre o envolvimento dos movimentos sociais nas políticas públicas. Inserindo-se nessa temática e almejando uma abordagem relacional para ressaltar a mútua constituição entre as esferas societária e estatal, revisitei o conceito de sociedade civil na tradição habermasiana para destacar três aspectos críticos, a saber: negação do político (despolitização); otimismo (associação normativa entre sociedade civil e democracia); e relacionismo.
