Resumo: | The growth of the world population makes urban planning in municipalities an instrument for the development of a healthy space. The Master Plan, in its legal guidelines, can correlate internal and external scenarios to the socio-economic and political environment. This study aimed to identify and systematize non-material elements contemplated in the “Mandala Conceitual Sperandio” (2022) in the development of the revision of the Master Plan of a city in São Paulo. An analysis of the Master Plan in force since 2006 of the municipality of Araras and existing documents during the revision phase of the Master Plan (2022) was carried out in relation to the presence of non-material elements through an analytical descriptive study and the document review of the Statute of the City, through the identification of pre-defined keywords. The reduced presence of the terms “Communication”, “Respect for diversity”, “Respect and solidarity” was detected, as well as the absence of the terms “political will”, “local coalitions”, “identification of local leaders”, “affection”, “spirituality” and “human resilience” in the prepared documents. The Master Plan is a set of techniques for urban development, being important to contemplate the non-material elements for the promotion of quality of life and for a healthy city. |

Este estudo teve como objetivo identificar e sistematizar elementos não-materiais contemplados na “Mandala Conceitual Sperandio” (2022) no desenvolvimento da revisão do Plano Diretor de uma cidade de São Paulo. Foi realizada a análise do Plano Diretor vigente desde 2006 do município de Araras e de documentos existentes durante a fase de revisão do Plano Diretor (2022) em relação a presença dos elementos não-materiais por meio de um estudo descritivo analítico e pela revisão documental do Estatuto da Cidade, por meio da identificação de unitermos pré-definidos.
