Integrated high school and the struggle of the workers: challenges of the public policies for professional education

Resumo: | The object of present work is the Integrated High School (EMI), understood as a public policy of professional education. The objective is to show that the EMI represented, in the recent history of Brazilian education, an inflection towards the interests of the working class. The analysis is made from the investigation about the claims for professional education elaborated by a representative entity of the Brazilian salaried workers, the Unified Worker’s Central (CUT). For this, collective documents formulated by the entity between 2002 and 2016 were analyzed. On the other hand, we investigated some legal milestones that supported the implementation of the EMI, tying to indentify the incorporation of workers’ interests into public policy. From a theoretical point of view, we consider a specific reading about the concept of capitalist state and its autocratic conformation (FERNANDES, 2014) in the Brazilian reality. In addition, the concept of neodevelopmentalist front, which explains the political-economic conjuncture of the governments during the analyzed period, as elaborated by Boito Jr. (2018), is particularly important in order to obtain the conclusions. Finally, we discuss about some of the challenges of the struggle of the working classes for a professional education that be capable of, even in adverse conditions, effect education and learning as social rights, in the way that the EMI has put it on the agenda. |

El objetivo es evidenciar que la EMI representó, en la historia reciente de la educación brasileña, una inflexión hacia los intereses de las clases trabajadoras. El análisis se hace a partir de la investigación de las reivindicaciones para la educación profesional elaboradas por una entidad representativa de los trabajadores asalariados brasileños, la Central Única de los Trabajadores (CUT). Para ello, se analizaron documentos colectivos formulados por la entidad entre los años 2002 y 2016. Por otro lado, fueron escrutados algunos marcos legales que basaron la implementación de la EMI, buscando identificar la incorporación de los intereses de los trabajadores a la política pública. Se parte, desde el punto de vista teórico, de una lectura específica sobre el concepto de Estado capitalista y de su conformación autocrática (FERNANDES, 2014) en la realidad brasileña. Además, el concepto de frente neodesarrollista, que explica la coyuntura político-económica de los gobiernos del período analizado, tal como fue elaborado por Boito Jr. (2018), es particularmente importante para la obtención de las conclusiones. Por último, se discute algunos desafíos de la lucha de las clases trabajadoras por una política de educación profesional capaz, incluso en una coyuntura adversa, de hacer efectiva la educación y el aprendizaje como derechos sociales, tal como se puso en pauta por la EMIO presente trabalho tem como objeto o Ensino Médio Integrado (EMI), compreendido como política pública de educação profissional. O objetivo é evidenciar que o EMI representou, na história recente da educação brasileira, uma inflexão em direção aos interesses das classes trabalhadoras. A análise é feita a partir da investigação das reivindicações para a educação profissional elaboradas por uma entidade representativa dos trabalhadores assalariados brasileiros, a Central Única dos Trabalhadores (CUT). Para isso, foram analisados documentos coletivos formulados pela entidade entre os anos de 2002 e 2016. Por outro lado, foram perscrutados alguns marcos legais que embasaram a implementação do EMI, procurando identificar a incorporação dos interesses dos trabalhadores à política pública. Parte-se, do ponto de vista teórico, de uma leitura específica sobre o conceito de Estado capitalista e de sua conformação autocrática (FERNANDES, 2014) na realidade brasileira. Além disso, o conceito de frente neodesenvolvimentista, que explica a conjuntura político-econômica dos governos do período analisado, tal como elaborado por Boito Jr. (2018), é particularmente importante para a obtenção das conclusões.
